EPA is the English abbreviation of U.S. Environmental Protection Agency (U.S Environmental Protection Agency). Its main task is to protect the health of American citizens and the ecological environment.
EPA certification is aimed at environmental certification of emission performance. The certified products mainly include:
1. Various types of gasoline engines, diesel engines and other power equipment for agricultural and industrial use, such as harvesters, excavators and other equipment;
2. Lifts, generator sets;
3. Aviation, shipping, military and other equipment;
4. Highway vehicles, such as cars, motorcycles, etc.;
5. Gas and water treatment equipment;
6. Control of drinking water, pesticides, etc.;
7. Electronic equipment, etc.;
The information required for EPA certification application includes: company information, manufacturer information, U.S. representative information, reference reports, main export areas, estimated annual sales, production reports for the previous year, ingredient formulas, product labels, product data (residue data, toxicological data, efficacy data, physical and chemical data, exposure-related data, environmental fate data, etc. to prove the safety of the product), toxicological testing of chemicals, energy efficiency data, environmental impact data.
In accordance with the U.S. FIFRA Act and Federal Regulations 40 CFR Part 156, the labels and product information of these controlled devices must also meet the following requirements:
instructions must strictly and accurately declare the performance of the product, and cannot use any statements that may be misleading or deceptive;
labels must be printed with the EPA manufacturer's establishment number (Establishment Number), and the EPA will regularly inspect the label of this product; product packaging must meet the FIFRA section 25(c)(3) requirements; products must have relevant warnings, etc.
EPA registration must be applied by local residents or companies in the United States. All companies outside the United States cannot apply directly. Therefore, if a Chinese manufacturer applies, it must entrust a U.S. agent to do it. The US agent must be an individual with permanent residence in the United States or an agency authorized by the EPA.
EPA registration mainly has the following situations:
1. Engine category: This type of product requires emission testing of the engine. The emission testing must be performed by a laboratory approved by the EPA and compliant with GLP specifications. The testing cost is generally 6-7W RMB, and the cost of large-power engines is higher. After passing the test, the test report and application materials need to be submitted to EPA to apply for registration.
2. Chemicals: It is necessary to submit a series of information such as toxicological tests, energy efficiency data, and environmental impact data of chemicals. If the chemical has been previously registered by the manufacturer, the previously submitted data can be cited, but a fee will be required. If it is a new product and the EPA system has not previously filed relevant data, it needs to be tested. The cost of testing generally starts at US$17,600, and can even reach US$800,000-1 million (such as nanomaterials).
3. Simple product category: non-engine, non-chemical, does not involve any testing, but factory information, company information, and basic product information need to be registered and filed, and an annual production report needs to be submitted every year.
