Several measures consist of 12 chapters, covering general provisions, scope of application, support for the introduction of leading Internet companies, organizational guarantees, and supplementary provisions. The promulgation of several measures is of great significance for optimizing the city's industrial structure, promoting industrial transformation and upgrading, attracting more Internet companies and talents to settle in Xingning, and accelerating the agglomeration and development of the Internet industry.
Regarding the support for the introduction of leading Internet enterprises, the "Several Measures" proposes that the domestic and foreign Internet leading enterprises that move into or establish wholly-owned subsidiaries in Xingning within the validity period of the document (China Top 100 Electronic Information Enterprises, China Top 100 Software Companies) Enterprises, Top 100 Internet Companies in China, Top 500 Software Companies in the World), and the annual taxable service income of the newly registered enterprises has reached 1 billion yuan or more within three years, will be awarded a one-time special fund of 10 million yuan. For domestic and foreign Internet companies that move in or establish wholly-owned subsidiaries in Xingning within the validity period of the document, and the annual taxable service income of the new registration reaches 100 million yuan or more within three years, a one-time special fund of 500,000 yuan will be given Rewards.
With regard to supporting the growth of Internet companies, the "Several Measures" set up preferential policies such as incentives for business contributions, support for the purchase of office houses, and water and electricity subsidies.
Regarding support for Internet service and application innovation, the "Several Measures" encourage Internet companies in this city to participate in national and provincial innovation and entrepreneurship competitions; encourage Internet companies to create digital culture, and digital cultural original works that have won national and provincial awards; encourage tradition The transformation and upgrading of the commerce industry; encourage Internet companies to build professional and vertical platforms for domestic and foreign commodities, life services, tourism, exhibitions, finance, medical care, education, etc., horizontal e-commerce platforms such as B2B, B2C, and O2O, and cross-border e-commerce platforms ; Encourage industrial enterprises to "on the cloud and on the platform", and promote the digital, network, and intelligent upgrade of enterprises.
"Several Measures" also gave detailed explanations on supporting the cultivation of Internet talents, supporting Internet companies in creating industry brands, supporting the establishment of Internet industry funds, supporting the construction of Internet industry park carriers, and supporting the creation of an Internet industry development atmosphere.
