Recently, the General Office of the State Council issued the "14th Five-Year Plan for Modern Logistics Development" (hereinafter referred to as the "Plan"). The "Plan" is my country's first national five-year plan in the field of modern logistics, which is of great significance for accelerating the construction of a modern logistics system and promoting high-quality economic development.
The "Plan" clearly states that in accordance with the principles of "market leadership, government guidance, systematic concept, overall promotion, innovation-driven , linkage and integration, green and low carbon, safety and resilience", by 2025, a modern logistics system that adapts supply and demand, connects internal and external, is safe, efficient, smart and green will be basically established. The cargo transportation structure has been further optimized. The proportion of railway freight volume has increased by 0.5 percentage points compared with 2020. The container rail-water intermodal transport volume has increased by more than 15% annually on average. The proportion of railway and inland waterway container transportation and the proportion of container rail-water intermodal transport have increased significantly.
The "Plan" makes work arrangements in six aspects, including accelerating the integration and construction of logistics hub resources, building international and domestic logistics channels, improving the modern logistics service system, extending the logistics service value chain, strengthening the service guarantee of modern logistics for social and people's livelihood, and improving the current situation. modern logistics safety emergency capabilities; three aspects of development tasks are proposed, including accelerating the cultivation of new momentum for the transformation and upgrading of modern logistics, deeply exploring the potential of key areas of modern logistics, and strengthening the support system for modern logistics development; clear requirements for strengthening implementation guarantees are put forward in terms of optimizing the business environment, innovating systems and mechanisms, strengthening policy support, deepening international cooperation, and strengthening organization and implementation.
The "Plan" proposes in terms of logistics hub construction and railway logistics:
■ Accelerate the integration and construction of logistics hub resources
Deeply promote the construction of national logistics hubs, make up for the shortcomings in the structure and function of hub facilities in inland areas, strengthen business collaboration, policy coordination, and operational collaboration, and accelerate the interconnection of hubs into a network. Strengthen the construction of dedicated railway lines and intermodal transportation facilities in national logistics hubs, effectively connect multiple transportation modes, strengthen multimodal transportation organizational capabilities, and achieve close connection between trunk line transportation between hubs. Rely on the national logistics hub to integrate regional logistics facility resources, guide the centralized and intensive layout of emergency reserves, distribution and distribution and other functional facilities, support the docking and linked development of various logistics centers, distribution facilities, professional markets, etc. with the national logistics hub functions, and promote the large-scale agglomeration and integrated operation of logistics elements.
■Building an international and domestic logistics channel
Relying on the national comprehensive three-dimensional transportation network and major urban agglomerations, coastal and border port cities, etc., we will promote the coordinated construction and efficient linkage of national logistics hubs, and build a "four horizontal and five vertical, two along and ten corridors" logistics channel that closely connects domestic and international countries, efficiently agglomerates logistics elements, and scales operational services.
The construction of "four horizontal and five vertical" domestic logistics channels, should smoothly connect the logistics channels along the Yellow River, Land Bridge, Yangtze River , Guangzhou and Kunming in the east, middle and west, and connect Beijing, Shanghai, and the north and south. Beijing-Harbin - Beijing, Hong Kong and Macao (Taiwan), Erenhot to Beibu Gulf , New Western Land-Sea Corridor , import and export of Tibet and other logistics channels, will enhance the logistics comprehensive service capabilities and large-scale operation efficiency of relevant urban agglomerations and land port cities. accelerates the construction of the "Two Along the Ten Corridors" international logistics channel, docks with the Regional Comprehensive Economic Partnership Agreement (RCEP), and strengthens the radiation capabilities of diversified international logistics channels that serve the joint construction of the "Belt and Road".
■ Promote logistics quality improvement, increase efficiency and reduce costs
Promote structural cost reduction. Accelerate the promotion of dedicated railway lines into the port area, connecting the park, and the factory area, and promote the "road-to-rail" and "road-to-water" transportation of bulk commodities and other medium and long distances in a reasonable and orderly manner. Improve the connection facilities for container road-rail combined transport, encourage the development of organizational models such as consolidated transportation, modular transportation, and "consolidation to bulk transportation", take advantage of the low transportation costs of railway trunk lines and the flexible road network, cultivate a competitive "door-to-door" road-rail combined transport service model, and reduce the entire logistics cost of road-rail combined transport.
Coordinate the comprehensive utilization of coastal ports, enhance the service capabilities of large-scale port infrastructure, improve the modernization, professionalization and scale level of terminals, accelerate the transformation of railway-water combined transport connection stations, improve the efficiency of the port railway dedicated line collection and distribution network, and optimize operating procedures. Improve the inland water transport network, coordinate the development of direct river-sea and river-sea combined transport , give full play to the efficiency of water transport such as offshore routes, Yangtze River waterways, Pearl River waterways, and steadily promote the "revolution of water" for cargo transportation.
By 2025, the proportion of railway dedicated line access in major coastal ports, large industrial and mining enterprises with an annual bulk cargo volume of more than 1.5 million tons, and newly built logistics parks will strive to reach about 85%, and the main ports on the Yangtze River trunk line will fully realize railway access.
■ Promote the steady development of railway (high-speed rail) express transportation
Improve the railway (high-speed rail) express transportation network. combines the main directions and flows of e-commerce, postal express and other goods to improve railway (high-speed rail) express lines and networks. accelerates the layout, renovation and upgrading of railway station express service facilities, strengthens logistics functions such as rapid loading and unloading, collection and distribution, sorting, storage, packaging, transshipment and distribution, and builds a professional railway (high-speed rail) express logistics base. Encourage e-commerce, postal express and other enterprises to participate in the construction and renovation of railway (high-speed rail) express transportation facilities, build e-commerce express delivery distribution centers nearby or in an integrated manner, and improve the express logistics service network that is efficiently connected with railway (high-speed rail) express transportation.
Innovative high-speed rail express service. To adapt to diversified logistics needs, develop various forms of high-speed rail express transportation. Develop "point-to-point" high-speed rail express services between qualified high-speed rail stations. Relying on the existing railway logistics platform, builds a "one-stop" high-speed rail express service platform for business acceptance, tracking and inquiry, and settlement processing, and promotes information docking between high-speed rail express and e-commerce and express logistics companies.
■ Accelerate the development of international logistics network
Improve the comprehensive service capabilities of international logistics. optimizes and improves the overall coordination and dynamic adjustment mechanism of the China-Europe freight train operation plan, accelerates the construction of the China-Europe freight train assembly center, improves the overseas cargo distribution network, promotes two-way balanced transportation of China-Europe freight trains, and improves the efficiency of cargo source gathering and freight train operation. accelerates the coordinated linkage between international shipping, aviation, China-Europe trains, and the New Western Land-Sea Corridor international sea-rail combined trains. improves the baggage transportation capacity of international passenger trains, operates passenger car-based cross-border trains, and builds a diversified international logistics service system.
Improve the reloading and traffic capacity of key border railway ports, promote the comprehensive development of border water transport ports and international waterway logistics cooperation, and enhance the logistics capabilities of border highway ports. promotes the convergence of standards and international mutual recognition cooperation in cross-border logistics document rules, inspection and quarantine, certification and accreditation, customs clearance and declaration.
