What is website registration?
Website registration refers to the registration

Public security registration

Which units need to go through public security filing procedures?
According to relevant laws and regulations, all units that access the Internet: including Internet access service units (ISP), Internet data centers (IDC), Internet information service units (ICP) and international Internet users need to go to the public security organs for processing. Article 11: users should fill in the user registration form when going through the network access procedures at the access unit. The registration form is supervised by the Ministry of Public Security.
Article 12: interconnection units, access units, legal persons and other organizations that use computer information networks for international networking (including units and affiliated branches that network across provinces, autonomous regions, and municipalities directly under the Central Government) shall start from the date when the network is officially connected. The units listed in the preceding paragraph shall be responsible for reporting the status of access units and users accessing this network to the local public security organs for record, and promptly reporting changes to access units and users in this network.
Article 14: Units involved in important fields such as national affairs, economic construction, national defense construction, cutting-edge science and technology, etc., shall issue approval certificates from their administrative departments when handling registration procedures.
Corresponding security protection measures shall be taken for the computer information network and international networking of the units listed in the preceding paragraph.

What are the legal consequences of not performing the filing duties?

Article 22: violates the provisions of Article 5 of these Measures and fails to perform the filing Anyone who provides non-commercial Internet information services through formalities will be ordered to make corrections within a time limit by the Communications Administration Bureau of the province where he or she is domiciled, and will be fined 10,000 yuan; if the person refuses to make corrections, the website will be closed.
If the service provided exceeds the registered items, the provincial Communications Administration Bureau of the place of residence will order it to make corrections within a time limit and impose a fine of not less than 5,000 yuan but not more than 10,000 yuan; if it refuses to make corrections, the website will be closed and the registration will be cancelled.
