, the "Decision on Strengthening the Protection of Yangtze River Porpoises" (hereinafter referred to as the "Decision") was jointly formulated by Nanjing City, Jiangsu Province, , Zhenjiang City, and Ma'anshan City, Anhui Province, and will be officially implemented on the 24th. This coordinated legislation is the first legislation in the country to coordinated protection of watershed areas for a single species.
Yangtze River Porpoise is the only aquatic mammal in Yangtze River , and is also the critically endangered national first-class protected animal , and is known as the "giant panda in the water". The river section under the jurisdiction of the three cities of Ma'anshan , Nanjing and Zhenjiang is about 260 kilometers long, and there are about 100 Yangtze River porpoises, accounting for about 22% of the number of Yangtze River porpoises in the main stream of the Yangtze River and 10% of the total number of Yangtze River basins. The Yangtze River porpoises gather in populations, and each population is about 20-30 kilometers of water. Live in the Ma'anshan section of the Yangtze River in spring and summer, and may migrate to the Nanjing section of the Yangtze River to prey in autumn and winter.
"Recruiting coordinated legislation around the protection of Yangtze River porpoises and Ningzhen cities is an innovative measure for the Standing Committee of the Maanshan Municipal People's Congress to give full play to the implementation, supplementary and experimental role of local legislation, and focus on the high-quality and efficient promotion of local legislative practices." Ren Shijin, director of the Legal Affairs Committee of Maanshan Municipal People's Congress Standing Committee, said that Maanshan will continue to pay attention to the implementation of the "Decision", promote the implementation of laws and regulations through various measures, and accelerate the formation of a protection work mechanism with unified leadership of the government, division of responsibilities of departments, joint social participation, and regional coordinated promotion.
It is also understood that in August this year, Nanjing Metropolitan Area 3 People's Congress representatives jointly visited Zhenjiang, Ma'anshan and other places to inspect and investigate the protection of Yangtze River porpoises. After the field investigation, the joint research team believed that the two provinces and three provinces of Nanjing, Zhenjiang and Anhui, followed the principles of ecological priority, overall coordination and strict supervision, and promoted the cross-regional coordinated legislation on the protection of Yangtze River porpoises, which is very meaningful and necessary. The mobility and complexity of Yangtze River porpoises as aquatic wild animals should be fully considered. It is necessary to establish a regional coordinated protection mechanism for urban agglomerations. At the end of September, the 32nd meeting of the Standing Committee of the 13th People's Congress of Jiangsu Province reviewed and approved the "Decision on Strengthening the Protection of Yangtze River porpoises" submitted by Nanjing and Zhenjiang. The same "Decision" submitted by Ma'anshan in Anhui Province was approved simultaneously.
The "Decision" clearly states that a regional coordinated protection mechanism for urban agglomerations will be established, and the upstream and downstream, left and right banks, cross-regional and cross-departmental coordinated protection systems will be improved and perfected. Collaborative activities will be carried out in resource investigation, population exchange, shelter and rescue, law enforcement supervision, and social participation, and jointly promote the coordinated protection of the Yangtze River porpoise throughout the life cycle.
The "Decision" integrates species protection with ecosystem protection, requires the government and relevant departments to fully consider the needs of Yangtze River porpoise and its habitat protection when formulating relevant plans, and clarify the regulations on shipping, water-related engineering construction, snail killing, drone tracking and taking photos and other activities in the living environment of Yangtze River porpoise, and stipulates that fishing, fishing, etc. that damage the Yangtze River porpoise and its habitat are prohibited. In addition, in the "Decision", all the three cities have established October 24 of each year as the Yangtze River Porpoise Protection Promotion Day for each city.
