This is the first local regulation on the protection of dark night starry sky issued by my country. The Regulations have a total of 22 articles and will be implemented from January 1, 2023. The Regulations mainly include the purpose and basis of legislation, regional demarcation, scope of application, facility management, departmental responsibilities, legal responsibilities, penalties, etc. The Regulations divide the astronomical observation environment area of Qinghai Lenghu is divided into the dark night protection core area and the dark night protection buffer area, focusing on protecting the night optical observation environment.
According to the "Regulations", in the dark night protection core area of the astronomical observation environment in Qinghai Lenghu astronomical observation environment, the types and brightness of light sources should be strictly controlled. The illumination direction of all outdoor fixed night lighting facilities should be 30 degrees lower than the horizontal line downward. It is prohibited to plan and build projects that affect the local astronomical observation environment, and activities that affect the astronomical observation environment are prohibited. In the dark night protection buffer zone of the astronomical observation environment, the illumination direction of all outdoor fixed night lighting facilities should be controlled below the horizontal line.
