Relevant matters are notified as follows
1. Construction requirements
The Provincial Clinical Medical Research Center should closely integrate the development status and trends of prevention, diagnosis and treatment of common and frequently-occurring key diseases in our province, and organize large-scale, multi-center, high-quality clinical diagnosis and treatment standard research and new technologies , new product clinical evaluation research; establish an effective technology promotion mechanism, build a professional clinical medical research public service platform and collaborative innovation network; promote the transformation of basic medical research into clinical practice, the transformation of empirical medicine into evidence-based medicine, and accelerate prevention, diagnosis and treatment Research results are promoted to products, and advanced diagnosis and treatment technologies are promoted to the grassroots.
2. Construction fields and quantities
In 2022, there are 10 disease fields including oral diseases, anesthesia medicine, obstetric and gynecological diseases, breast diseases, orthopedic diseases, rehabilitation medicine , geriatric diseases, blood system diseases, medical examinations, and eye diseases ( clinical specialty) to build one each.
3. Construction conditions
The construction unit of the Provincial Clinical Medical Research Center must meet the following conditions:
(1) A tertiary A-level hospital legal entity registered in Guangdong Province, and the time for A-level assessment will be January 1, 2022 Recently, the declared disease fields have the qualifications for drug clinical trials and the institutional registration qualifications for clinical trials of medical devices.
(2) Applicants have outstanding clinical medical research capabilities in the field of application, obvious advantages in leading talents and innovative teams, and have hosted or participated in at least 1 national science and technology plan (industry-specific) clinical research project/topic in the field of application in the past 5 years; or have chaired At least 2 provincial science and technology plan clinical research projects.
(3) It has the ability and platform to conduct international large-scale multi-center clinical trials.
(4) can take the lead in establishing a research network and popularization network that closely coordinates tertiary hospitals, secondary hospitals and primary medical institutions, including no less than 20 primary medical institutions, and rely on the network to strengthen collaborative research, technological innovation, It is suitable for technology promotion and training of grassroots medical personnel, and effectively improves the technical service level and capabilities of grassroots medical institutions.
(5) can systematically strengthen the integration and sharing of clinical scientific research resources, promote the efficient integration and utilization of biological samples, medical and health big data and other resources, build a first-class biological sample library and database in the field of application, and create a solid foundation for high-level scientific and technological research. (6) Relying on the construction unit and the municipal science and technology, health, and drug regulatory departments at or above the prefecture level or the universities with affiliated hospitals in the province and other project authorities can provide corresponding condition guarantees for the applied centers, and have fixed dedicated clinical research Sites, facilities, personnel, special construction funds and other necessary scientific research conditions.
IV. Application requirements
(1) In order to better optimize the layout of the provincial clinical medical research center, each hospital can only apply for one disease field, and multiple hospitals affiliated with the same university can only apply for one hospital in the same disease field.
(2) Each unit must be responsible for the authenticity of the application materials and provide a letter of commitment to the authenticity of the application materials. Once the Provincial Clinical Medical Research Center project is approved, the construction work will be carried out according to the contents of the application form, and no modification or adjustment will be made without legitimate and reasonable basis.
(3) In principle, project leaders or reporting units who have any of the following circumstances are not allowed to apply:
1. Major irregularities are discovered during the audit and inspection of provincial fiscal special funds;
2. The reporting unit has not been approved by the project management department Recommended by the organization.
(4) The National Clinical Medical Research Center established with the approval of the Ministry of Science and Technology is directly recognized as a provincial clinical medical research center without repeated application.
5. Submission of materials
(1) A hospital that meets the requirements shall submit an application, and the science and technology, health, and drug regulatory departments at or above the prefecture level or the project authorities such as universities with affiliated hospitals in the province shall issue a letter of recommendation, and the application shall be submitted through the Provincial Department of Science and Technology Fill out the application form on the Sunshine Government Affairs Platform (http://pro.gdstc.gd.gov.cn) and upload the "Guangdong Provincial Clinical Medical Research Center Construction Plan" (see attachment) as a feasibility study report.
