It is necessary to describe the content when preparing the bill of quantities, and the project content does not need to be described. But after work, I found that many construction units have listed the work content separately in the bidding list. According to the regulations, isn’t it unnecessary to describe it? Why do many Party A still describe it? Is it unnecessary?
If you want to explain this issue, you must first know the definitions of "project characteristics" and "work content".
Explanation of pricing specifications according to the national standard 13 list:
1. Project characteristics: constitutes the essential characteristics of the value of part-item engineering projects and measures projects . For example: in the national standard list, the waterproof roll material project must be described in detail, the variety specifications of coil material , waterproof layer practices, etc., because the difference of any of them directly affects the comprehensive unit price of roof roll material waterproofing. As shown in the figure below
2, work content: work content refers to the specific work that may occur in the list project, mainly from the perspective of construction processes. The bill of quantities items have a one-to-one correspondence between the work content, that is, as long as the list items are determined, their work content will be determined accordingly. Take roof roll waterproofing as an example. When you list the waterproofing items for the roof roll waterproofing according to the national standard list pricing specifications, the content of his work has been determined, that is, first, the base layer treatment is required, and then the base oil is applied, and finally the roll material is laid.
So why do many construction units’ bidding lists separate work content in actual work?
This is because most construction units did not strictly implement the pricing specification of the national standard list when preparing the bidding bill of quantities. Although the project names they listed are the same as those of the national standard list, the specific work content contained is inconsistent. For example: The work content of the roof rigid waterproof layer of the national standard list includes:
1, base layer processing;
2, concrete production, transportation, paving, and maintenance;
3, steel bar manufacturing and maintenance
In actual operation, most construction units list the third item "steel bar manufacturing and maintenance" separately, and calculate it in tons rather than in square meters, which makes it easier to count the overall steel bar usage of the project.
There are also some items in the comprehensive unit price because of the national standard list items. Once the construction unit omits or reduces part of the construction content during actual construction, it is inconvenient to deduct the expenses during settlement. For example, the wall spray coating sub-item contains the cost of putty (mostly two-pass putty), but if the putty only makes putty once during actual construction, there will be no corresponding reference when deducting the price.
