"Flood" has become a "heart trouble" for local residents. Breaking fields and working outside is not an effective way to increase income. How to make the people live a good life has become a problem that Hu Chaohua, secretary of the Party Committee and director of Qingyu Community, is thinking about every day. In 2015, he was inspired when he took his daughter to visit OCT Water Park in Yangzonghai. "After returning to the community, I proposed the idea of building a new amusement park. Everyone was completely confused. The water park of our generation was just in the rivers and fields. So the community party committee team went directly to OCT to play for a whole day, and they wanted to "play" the construction methods!" Hu Chaohua said.
Community Party Committee adheres to the idea of "not waiting, not relying on, not relying on, not wanting", starts brainstorming, consults industry experts, learns various methods of treating water by ancient people, and proposes to use water to control water and promote water, making this "mud pond" famous. After spending half a year on the major water parks and water entertainment facilities supply companies in coastal cities, the community decided to solve the flooded fields by developing ecological tourism, and explore the rich tourism resources contained in the community's traditional farming culture, landscape culture, and human settlement culture. In 2016, the Qingyu Bay Water Park was built, and according to the working idea of "promoting water with water and developing based on water", it used "water control" to alleviate the community's "water disaster".
In response to the problem of "no land and no funds", the community uses "shareholding cooperation" as a carrier, and the community party committee secretary, members of the "two committees" team, and party members and cadres take the lead in using land and funds to invest, so that the project will be initially physical and make villagers feel confident. At the same time, in order to control the investment risks of villagers and allow the development results to benefit more villagers, an investment rule of RMB 5,000 per share and no more than 200 shares per household was set up, 20.5 million yuan was raised, and the villagers' shareholding rate reached 92%, becoming a community of interests for project operations. The dividends of community shareholders increased from RMB 1,000 per share in 2019 to RMB 5,000 per share in 2021, and investors have achieved profitability. For about 4% of residents in the jurisdiction who are willing to invest but unable to contribute, the community party committee informed the shareholders in accordance with the "four discussions and two disclosures" procedure when raising shares. The community will account for 15% of the collective shares, and the future income will be used for public expenditures such as community infrastructure construction, caring for the needy, and helping the elderly and widowed, to ensure that the elderly and needy people in the community have a care and medical treatment. Since the project generates profits, the community has given a monthly subsidy of 300 to 700 yuan to elderly party members and the elderly over 60 years old, and included it in the household regulations and regulations, implemented for a long time, and practiced the original intention of project establishment with practical actions. Residents who are unwilling to invest in the early stage of the project, but now want to invest in but cannot invest in the capital, the community actively finds ways to help them open restaurants, entertainment equipment stores, etc. around the project, so that they can also share the "bid" of community development.
In June 2016, the Qingyu Bay Water Park, which had an investment of 120 million yuan, began to open, solving the employment problems of more than 200 people in the community.The first phase of the project covers an area of 67 mu, with an investment of about 120 million yuan. Construction started in December 2015 and was completed in May 2016. It mainly develops "cold water" resources and builds supporting service facilities such as Mantis River Rafting, Qingyu Bay Water Park, Farmhouse, Parking Lots and other supporting service facilities; the second phase of the project covers an area of 72 mu, with an investment of about 230 million yuan. Construction started in October 2016 and was completed in 2018. It mainly develops "hot water" resources mainly for hot spring resorts and gourmet restaurants, mainly for " Night Economy ". Since the completion of the project, it has received more than 2.9 million tourists and achieved operating income of about 260 million, truly becoming a "water park" that drives local people to increase their income, drives collective economic development, and attracts spring urban residents to play.
