The total permanent land area of the project is 559.0103hm 2. It is 83.1155hm 2 in Liangshan County, Jining City. In Heze City, the applied land area is 475.8948hm 2, of which, the applied land area in Yuncheng County is 262.7310hm 2; the applied land area in Juancheng County is 213.1638hm 2.
(2) Statistics of temporary land area of the project
The temporary land area of this project is 406.69hm 2, of which borrow pit is 355.04hm 2, construction access road is 17.65hm 2, construction production and living area covers an area of 34hm 2.

In Liangshan County, Jining City, 83.1155hm 2, agricultural land 69.7203hm 2, construction land 12.5936hm 2, and unused land 0.8016hm 2. The land area applied for in Heze City is 475.8948hm 2, the current status of land use is 447.5480hm 2 for agricultural land, 23.6016hm 2 for construction land, and 4.7451hm 2 for unused land. Among them, the land area applied for in Yuncheng County is 262.7310hm 2, and the current status of land use The situation is 249.1340hm 2 for agricultural land, 11.2088hm 2 for construction, 2.3881 hm 2 for unused land; 213.1638hm 2 of land applied for in Juancheng County,The current status of land use is 198.4140hm 2 for agricultural land, 12.3928hm 2 for construction, and 2.3570hm 2 for unused land.
3. Occupation of basic farmland
According to the pre-examination report of the Yuncheng-Jancheng Expressway Project: The project occupies 425.9788hm 2 of permanent basic farmland. In Heze City, 364.8571hm 2 of permanent basic farmland will be occupied, of which 206.9189hm 2 of permanent basic farmland in Yuncheng County; 157.9382hm 2 of permanent basic farmland in Juancheng County. It will occupy 61.1217hm 2 of permanent basic farmland in Liangshan County of Jining City.
Relevant counties and districts have prepared land use master plan modification plan and permanent basic farmland supplement plan "Yuncheng to Juancheng highway project Heze city land use master plan modification plan and permanent basic farmland supplement plan ( )" and "Yuncheng-Juancheng Expressway Project Liangshan County Land Use Master Plan Modification Plan and Permanent Basic Farmland Replenishment Plan", in accordance with the "Pre-examination Opinions on the Construction Land Use of the Yuncheng-Juancheng Expressway Project" by the General Office of the Ministry of Natural Resources "Letter" Natural Resources Office Letter [2021] No. 1183, believes that the project construction plan is in line with the site policy and the requirements of land replenishment and conservation and intensive land use. The site selection and land use scale are relatively reasonable, and the plan modification plan and the permanent basic farmland supplementation plan are practical feasible. According to relevant national regulations, the cultivated land occupied by construction projects should be ensured in a balance of land occupation and compensation, and funds for supplementary cultivated land must be implemented in earnest, and in accordance with the requirements of "predominance and supplementation", the balance of cultivated land occupation and compensation should be further implemented. The construction unit shall complete the land acquisition compensation resettlement, the balance of arable land requisition and land reclamation, and earnestly implement the land acquisition compensation and resettlement standards, and effectively protect the legitimate rights and interests of land-expropriated farmers.

Project demolition
The main demolition conditions of the project are as follows:
Meters, the brick and wood square is 9588.86 square meters, the civil house is 10001.22 square meters; the simple house is 6542.70 square meters, the grave is 74, the greenhouse is 50691.37 square meters, the concrete floor is 362.09 square meters, and the brick wall is 3,889.32 meters.
The demolition of this project is all engineering demolition and does not involve environmental protection relocation. The investment is included in the main project design demolition and resettlement subsidy, and the specific work of project construction, demolition and resettlement will be uniformly arranged by the local government along the project.
The land compensation and resettlement subsidy standards are calculated according to the "Shandong Provincial People's Government's Reply on Adjusting the Comprehensive Land Price Standards for Land Acquisition in Shandong Province" (Luzheng Zi [2015] No. 286) Regulations, "Shandong Provincial People's Government Order No. 226", "Interim Regulations of the People's Republic of China on Farmland Occupation Tax" and other relevant documents stipulate implementation.
Investment estimation and fund raising
Investment estimation
The total investment amount of the recommended scheme of this construction project is 8.301.3 billion yuan (including construction period loan interest ). The capital of RMB 2,0753.2 billion is 25% of the total investment (applying for state subsidies and local self-raising), and the remaining funds of RMB 6,229.98 billion apply for domestic commercial bank loans, accounting for 75% of the total investment. The legal person of the project is Shandong Gezhouba Yunjun Expressway Co., Ltd., responsible for the fund raising, construction implementation, and operation management of the project.The source of funding for the project is as follows:
According to Shandong Provincial People’s Office [2019] No. 9 "Provincial Expressway Construction Work Dispatch Meeting Minutes", the local government is responsible for land acquisition, demolition and overlanding of minerals. Other expenses are provided by Shandong Gezhouba Yunju Expressway Raised by Highway Co., Ltd. The project legal person’s self-raised funds accounted for 25% of the total investment as project capital; the rest were financed by domestic bank loans and other financing methods, accounting for 75% of the total investment.
