Conditions: According to the characteristics of armed work and the special requirements of physical and psychological quality, the principle of "four priorities" is implemented for the recommendation of grassroots specialized military cadres for inspection, that is, priority is given to recommending cadres in the armed system, cadres transferred to the army, and retired college students, Priority is given to recommending outstanding young reserve cadres, and the "entry gate" for specialized military cadres highlights the standard of fighting. At the same time, they have also implemented the "Qualification Access" system and introduced the qualification certification method for specialized military cadres. In accordance with the qualifications and performance of special military cadres, the district has successively promoted or selected more than 20 military transferred cadres and university retired soldiers with good quality, strong ability, armed knowledge and love to armed forces to the posts of grassroots armed forces department ministers and armed officers.
