On February 11, 1955, the State Council made a decision on the redivision of military regions across the country. On April 1, 1955, East China Military Region was reorganized into Nanjing Military Region . Xu Shiyou was appointed commander, Tang Liang was appointed political commissar, Ye Fei and Guo Huaruo were appointed deputy commanders, Zhang Caiqian was appointed chief of staff, and Xiao Wangdong was appointed director of the Political Department. There are four provincial military regions, one garrison and seven corps, as well as the military artillery, armored corps, engineering corps, air force, air defense force, and public security corps. The Nanjing Military Region has seven corps under its jurisdiction, namely the 12th Army, 20th Army, 22nd Army, 27th Army, 28th Army, 31st Army and 60th Army. The seven armies under its jurisdiction have a total of 21 infantry divisions. In September 1955, the army of the Republic implemented a military rank system. A total of 22 division commanders and political commissars of the 21 divisions affiliated to the 7 armies of the Nanjing Military Region were awarded the rank of colonel, and 32 were awarded the rank of colonel.The specific ranking statistics of the 54 division commanders and political commissars are:
