Special Operations Forces (SOF) play an important role in U.S. military operations and have been given greater responsibility for planning and conducting counterterrorism operations around the world. U.S. Special Operations Command (USSOCOM) has approximately 70,000 active duty, National Guard and reserve personnel from all four services, as well as civilian personnel from the Department of Defense (DOD) assigned to its headquarters, the four service commanders department and eight subordinate unified commands.

In 2013, at the request of U.S. Navy Command (with the concurrence of the geographic and functional combatant commands and the service chiefs and secretaries), the Secretary of Defense assigned command authority for the Theater Special Operations Commands (TSOCs) to U.S. Navy Command. USSOCOM has the responsibility to organize, train and equip the TSOC. While USSOCOM is responsible for organizing, training, and equipping TSOCs, each regional combatant command will have operational control of the TSOCs. Because TSOC is now classified as a secondary unified command, the Services have the responsibility to provide noncombatant force support to TSOC in the same manner as they provide support to the geographic combatant command headquarters.

The Unified Command Plan (UCP) stipulates that USSOCOM is responsible for the simultaneous planning of global operations against terrorist networks. In 2016, USSOCOM was designated to play a lead role in coordinating the Department of Defense's efforts to counter weapons of mass destruction, a task previously assigned to United States Strategic Command (USSTRATCOM). U.S. Navy Command is also the Department of Defense's advocate for security force assistance and was recently tasked with a military information support operations (MISO) capability across the region.

The U.S. Naval Command budget request for fiscal year 2022 is $12.6 billion, a decrease of $495 million (4%) from the fiscal year 2021 budget request of $13.1 billion.

One potential issue for Congress includes the potential impact of the conflict in Ukraine on U.S. Special Forces .
