On September 20, Fraser proposed an immigration program to expand plans for foreign workers and international students with extensive work experience in a labor-strapped industry to become permanent residents.

Foreign workers help address the direct labor needs of different employers, provide a wide range of skills and educational backgrounds, and support business development, innovation and productivity – all of which contribute to the economic recovery and growth of our country. International students are an important source of talent, helping to increase Canada's workforce, increase productivity and balance the impact of Canadian population aging.

The strategy has developed a range of pathways focused on increasing the opportunity to transition from temporary residence to permanent residence, strengthening Canada’s capacity to meet broad labor needs and address long-term labor shortages, and supporting community and region needs. Our goal is to strengthen the link between the labour market and our immigration programs to ensure that the Canadian economy has the skills needed in all different areas of health, hospitality, transportation, trade and resources, IT and engineering.

This will require the application of the right immigration tools to balance the urgent needs of Canadian employers and the achievement of medium- and long-term economic goals, while also paying attention to protecting vulnerable workers and ensuring opportunities for domestic workers.

Improve the permanent economic immigration program to help basic workers in high-demand occupations transition from temporary residence to permanent residence, and improve the pilot program to support the transition to permanent residence for those engaged in the home care profession and agri-food industries.
