In recent years, our city has taken the lead in the province to implement the comprehensive land improvement work of the whole region, helping to protect the quantity, quality and ecology of cultivated land and rural revitalization and development, deepening the construction of the national land conservation and intensive "four innovations" demonstration points for land conservation and intensive optimization and refined management of the life cycle of industrial land, and accelerating the digestion and utilization of batch but not supplied to promote high-quality economic development in the city. In 2018, our city added 5,094 mu of arable land, rebuild 3,156 mu of standard farmland, and built 42,800 mu of high-standard farmland, achieving balance of farmland occupation and total amount for 22 consecutive years. Comprehensive implementation of comprehensive land improvement in the whole region illuminates the dream of rural revitalization
Last year, our city took the lead in carrying out comprehensive land improvement and ecological restoration projects in the province. Through comprehensive rectification of all factors such as "field, water, forest villages", we implemented the "six major arable land protection projects" such as urban and rural construction land reclamation, arable land reclamation, and drought-to-water conversion to water to promote the rational layout of production, life and ecological land.

The annual village-level collective economic income of Hengshan Community increased from 3.4981 million yuan in 2017 to 10.5159 million yuan in 2018, achieving a qualitative leap.

In 2018, the city supplied 89 land for accessed projects, with a total fixed asset investment of 24.3 billion yuan. The industrial land transfer contract stipulates that the average floor area ratio is 1.36 and the average investment intensity of is 24.18 million yuan/mu. 69 4871 mu industrial projects will implement the per mu investment intensity, per mu sales, and taxed land transfer, and will be included in the "3+5+X" staged property rights management model; 8 307 mu industrial land will implement flexible transfer periods; 5 108 mu industrial land will be supplied by the "rental first and then transfer" method; 18 2559 mu industrial projects with strategic emerging industries, high technological content, and high land conservation and intensiveness, and 15 752 mu key service industries and village-level operating property projects will implement differentiated land price corrections.
If differentiated management of land supply is an important tool, then implementing the reform of the "standard land" system is another important measure. Our city has comprehensively promoted the transfer of "standard land" for industrial land and issued an implementation plan for the reform of "standard land" (trial). Last year, a total of 18 "standard land" were supplied. This year, 28 "standard land" were all sold for 1,401 mu of industrial land this year. The newly supplied industrial land transfer contract stipulates that the average floor area ratio is 1.57, and the average investment intensity is 4.13 million yuan/mu.
In order to further deepen the efficient and intensive use of land, our city promotes the market-oriented redevelopment of low-efficiency land. Last year, 42 1,291 mu of 1,312 mu of transfer and vacancy, court ruling and demolition vacancies were completed, and a total of 156 2,603 mu of low-efficiency land was vacated; the annual database update of the annual low-efficiency land and the preparation of a new round of special plan for low-efficiency land redevelopment (2018-2027) was completed, and 3,042 mu of low-efficiency land redevelopment project registration was implemented.

At the beginning of last year, it puts pressure on itself and proposed the goal of digesting more than 2,600 mu of land that has not been supplied to 2017 and previous batches of land that has not been supplied to 2,600 mu, making full use of existing policies and information technology, accelerating the digestion and utilization of land that has not been supplied to be purchased, revitalizing the "sleepy" land resources, improving the level of land conservation and intensive utilization, breaking the bottlenecks and constraints of land factors, and promoting the high-quality economic development of the city.
Last year, the city digested a total of 5,093 mu of land that had not been supplied in previous batches of batches but had not been supplied, and the actual area was reduced by more than 1,200 mu compared with the upper limit of control issued by the superiors. Last year, a total of 5,093 mu of land that had not been supplied were digested throughout the year. In the past two years (2016-2017), the area that had not been supplied was only 500 mu, with a land supply rate of more than 95%, effectively ensuring the supply of land factors for economic and social development in the city. This year, our city will continue to carry out special actions to digest and utilize land that has not been approved, and strive to reduce the amount of land that has not been supplied by the end of 2018 by more than 40%.
