Federal Technology Draws for the Worker Program (FSWP) and Federal Skilled Trades Program (FSTP) have been suspended since December 2020. The Canadian Experience Class (CEC) immigration draw is suspended in September 2021.

Express Entry (ExPRess Entry) is the application management system used by Immigration and Refugee Canada (IRCC) to select the most suitable candidates to live and work in Canada. They are considered economic immigrants, meaning they are of core working age and able to establish themselves financially in Canada while contributing to Canada’s workforce and economy.

The Express Entry (EE) system sets an eligibility baseline for each program against which candidates assess their eligibility for Express Entry. If you meet the eligibility criteria, you must upload your personal data on IRCC’s website. Once the profile is completed, IRCC will assign the candidate a score using the Comprehensive Ranking System (CRS). CRS takes into account factors such as occupation, work experience, education and language and awards points accordingly.

Candidates with high scores are most likely to receive an Invitation to Apply (ITA). Once the candidate receives the ITA (Invitation to Apply), they have 60 days to submit their application for permanent residence (PR).

Express Entry has three separate programs designed for candidates with different work experience, language and education requirements and NOC skills.

Federal Skilled Worker Program

The Federal Skilled Worker Program (FSWP) is for skilled workers with experience in occupations with National Occupational Classification (NOC) skill codes 0, A, or B.

Federal Skilled Trades Program

The Federal Skilled Trades Program (FSTP) is specifically for workers with skilled trade experience.

Canadian Experience Class

The Canadian Experience Class (CEC) is specially prepared for candidates who already have experience living and working in Canada.

Changes to Occupational Classification

In November 2022, Employment and Social Development Canada (ESDC) will implement a revised system that will overhaul the current NOC system.

In NOC, there are 5 levels, 0, A, B, C and D. The Training, Education, Experience and Responsibilities (TEER) system works similarly, with each TEER representing the skill and experience level for each occupation. There are 6 TEERS, ranging from 0 (management career) to 5 (little to no work experience or formal education).

Under the TEER system, 16 new occupations will be eligible to apply for express entry, three of which have been cancelled.

On June 24, the Canadian government passed a law allowing IRCC to invite candidates based on required criteria. Details are still being revealed, but the federal government has said it may consider factors such as occupation and certain language skills when deciding which candidates will receive an ITA.
