3) Incorporate labor market and skills shortage data to select immigration candidates based on persistent labor gaps;

4) Encourage newcomers to settle and develop in small communities and French-speaking areas other than Quebec;

5) Develop mechanisms to adapt more quickly to labor market needs and changes in regional economic priorities; and

6) prioritizing health services, nursing staff, agriculture, manufacturing, services, skilled trades and transport occupations;
