The Canadian government is currently promoting a new bill to allow the immigration minister to invite specific Express Entry candidates based on Canada's economic needs.


The new bill is code-named C-19. Currently, the bill has entered the Senate review stage.

Minister’s Interview


In an exclusive interview this week, Canada’s Immigration Minister said that he very much hopes that the bill can pass the Senate smoothly and be implemented as soon as possible.


He believes that while Express Entry has given Canada a competitive edge for talent, there is still room for improvement.


"Currently, where the Express Entry system can be improved is that we are unable to select candidates based on labor market demand skills."

The most direct impact of the introduction of the on-demand invitation category is that the regular Express Entry quota will be reduced accordingly. Therefore, the introduction of the new policy is not good news for those applicants who do not match Canada's in-demand occupations.


Compared with the past annual quota of about 100,000 people, the Express Entry quota (Federal High Skilled) in 2022 and 2023 is only 55,900 and 75,750.

In addition, EE has stopped inviting invitations for a long time, and there is a backlog of high-scoring candidates in the candidate pool. After EE reopens, regular applicants (CEC/FSW) may need a CRS score of around 500 points to be invited.
