Turkey seeks to send troops to Nakah to participate in peacekeeping operations, and supports Azerbaijan
With the efforts of Russia, Azerbaijan and Armenia ushered in peace in the military conflicts that broke out around Naka. According to a statement issued by the three parties, Russia, Asia and Asia, according to the signed Naqqa ceasefire agreement, the Russian army will be responsible for peacekeeping operations in the area of contact with the Naqqa conflict and supervise the ceasefire agreement.
However, given that Russia and Armenia are allies, and Russia has also promised to abide by its alliance with Armenia, Azerbaijan hopes that Turkey can also participate in the peacekeeping operations in Nakka in an attempt to achieve a certain balance. Azerbaijani President Aliyev said on the 10th: "My dear brother (Turkish President Erdogan) and I discussed the joint activities of Turkey and Russia at the ceasefire monitoring center. Baku hopes that Turkey and Russia can play a role in the Naka conflict. The same role is now finally achieved. Turkish soldiers will be deployed together with Russian soldiers at the Nagorno-Karabakh peacekeeping center."
But then Russia and Armenia voiced their denial that Turkish soldiers also participated in the Naka peacekeeping operation. The Russian President’s Press Secretary Peskov stated that the deployment of Turkish peacekeepers in the Naka region has not been agreed by any parties, and this issue is not mentioned in the statements of Russia, Armenia and Azerbaijan. The press secretary of the Prime Minister of Armenia, Gvorkyan, also stated that the President of Azerbaijan’s statement that Turkish soldiers will participate in peacekeeping operations in the Naka region is inconsistent with the facts.
But Turkey does not think so. Sputnik News Agency reported that Turkish Foreign Minister Cavusoglu stated on November 10 that Turkey will participate in monitoring the Naka truce and will continue to be with Azerbaijan. Subsequently, the Turkish Defense Minister and the Russian Defense Minister signed a memorandum on the establishment of a joint center for ceasefire supervision in Naqqa. Turkish President Erdogan said on the 11th that the center will abide by the Naqqa ceasefire agreement.
Both Russia and Turkey believe that the decision to establish a Russian-Turkish joint center will help ensure reliable supervision of the parties’ compliance with the ceasefire. The Russian-Turkish Joint Center will be located in Azerbaijan and will be responsible for collecting, summarizing and verifying information on the ceasefire compliance. The center will also be responsible for reviewing all complaints and issues related to ceasefire violations. After
signed a memorandum on the establishment of a joint center for ceasefire monitoring in Naqqa, Turkey immediately announced that it would send peacekeeping troops to Nakka. CNN reported that Turkish Defense Minister Akar once again stated on November 12 that the Turkish army will jointly participate in the Nagorno-Karabakh peacekeeping operation with Russia and monitor the implementation of the Nagorny Peace Agreement.
But interestingly, according to the news released by the Russian Ministry of Defense on the 11th, the agreement signed by Russia and Turkey did not mention that it agreed to Turkey to send peacekeeping troops to Nakah. TASS reported that Russian Foreign Ministry spokesperson Zakharova also made it clear on the 10th that the establishment of a joint center between Russia and Turkey has nothing to do with peacekeeping operations.
Whether it is the spokesperson of the Kremlin, the spokesperson of the Russian Ministry of Foreign Affairs or the Russian Ministry of Defense, all claim that only Russia is involved in the peacekeeping operations in Naqqa, and Turkey has nothing to do with the peacekeeping operations, and no one agrees to Turkey to send peacekeeping troops to Nakka. However, Turkey declared that it would join Russia in participating in the Naka peacekeeping operation. Who is lying? Or, which party has misunderstood? Or does it mean that Turkey and Russia have reached another secret agreement in private? Armenia was betrayed?
