On December 28, the Xinyang Central Vitality Zone (CAZ) project centralized certificate issuance and groundbreaking ceremony was held in Yangshan New District, marking the comprehensive development of the high-speed rail area.
Cai Songtao, Secretary of the Municipal Party Committee, attended the ceremony and announced the start of the project. Mayor Chen Zhiwei attended and delivered a speech. Sun Weifeng, deputy secretary of the Municipal Party Committee and secretary of the Political and Legal Committee, presided over the ceremony. Xie Tianxue, Sun Tongzhan, Huang Fang, Yang Jin, Zhai Xiaobin, Liu Yong and others attended the ceremony.
Chen Zhiwei, on behalf of the Municipal Party Committee and Municipal Government, expressed congratulations on the official launch of the Central Vitality Zone project. He said that the construction of the Xinyang Central Vibrant District is a key part of promoting the construction of a garden city and building a youth-friendly city, and is also an important part of the construction of the "One Belt and Three Districts". The Municipal Party Committee and Municipal Government attach great importance to it and provide strong support in terms of policies, land, funds, etc. to guide superior resources and high-quality enterprises to concentrate in the area. Participating units such as China Railway 15th Bureau , China Construction 8th Engineering Bureau , Wanhua Ecology, Hangxiao Steel Structure are all leaders in my country's construction industry, with strong economic strength, rich management experience and advanced technical products. We believe that the deep integration of the capital, technology, and management advantages of participating units with the resources, environment, and policy advantages of Xinyang will definitely speed up the development process of the high-speed rail area, will definitely improve the overall construction level of Xinyang's urban infrastructure, and will definitely create a model of cooperation with complementary advantages and mutual benefits. At the ceremony, responsible comrades from the Municipal Natural Resources and Planning Bureau, the Municipal Housing and Urban-Rural Development Bureau, the Municipal Urban Management Bureau and other departments issued certificates to the Xinyang Central Vitality Zone (CAZ) project. Responsible comrades from Huaxin Construction Investment Group and participating construction units China Railway 15th Bureau and China Construction Eighth Bureau, as well as Yangshan New District, Xinyang High-tech Zone and other jurisdictions made speeches respectively.
It is understood that during the project planning stage, Huaxin Construction Investment Group invited well-known international and domestic planning and design institutes, professional consulting institutions, development companies, etc. to discuss the functional positioning, industry-city integration layout, and development of the comprehensive development of the high-speed rail area. After repeated research and demonstration on the model, urban design and architectural style, the "Yun Feng Chu Yun" planning scheme of the Australian IAPA Planning and Design Institute was finally selected through public bidding and carried out in-depth design to plan the high-speed rail area into the Xinyang Central Vitality Zone (CAZ), an upgraded version of the CBD. With five major business formats including a financial service center, corporate headquarters center, science and technology incubation center, civil aviation hotel cluster, Aegean and urban scholarly experiential commercial shopping cluster, and area development supporting facilities such as 10,000 talent apartments and commercial future communities, the area develops high-end building economy, builds the future urban sub-center of Xinyang City - the economic center, displays the modern Xinyang city image, customs and cultural heritage of Henan style and Chuyun, and becomes Xinyang's new city card.
The total construction area is 152,600 square meters and the total investment is approximately 2.412 billion yuan

After the project is completed, it will not only meet the needs of hosting various sports events, large-scale activities and citizens' fitness, but will also further enhance the carrying capacity and comprehensive quality of the future residential science and technology innovation city. It is hoped that departments at all levels will continue to support and serve the construction of the project. The city's dedicated team for future human settlements and science and technology innovation city must play a leading role, coordinate all parties, and make overall plans; Yangshan New District must fulfill its territorial responsibilities and provide land supply, formalities, construction environment and other services; Shenxin Group must strictly implement the project legal person responsibilities, do a good job in quality, cost, and progress management to ensure that the project is completed on schedule. The construction of Xinyang Youth Sports Training Base and National Fitness Center Project is a powerful measure to implement the national comprehensive fitness strategy. It is a major decision to promote the development of urban construction and improve infrastructure construction. It is also a concrete manifestation of the implementation of the "two betters". The project is located to the west of Xinshiba Street and on both sides of Cha Second Street, with a total construction area of 152,600 square meters and a total investment of approximately 2.412 billion yuan. The project includes a 38,000-seat stadium, a 10,000-seat gymnasium and a 1,800-seat swimming pool, all of which meet the standards of Class B competition venues. The gymnasium is Class A and can host individual events of the National Games and provincial games.
