In order to implement the " Jiangsu Provincial Local Chronicles Work Regulations" and "Jiangsu Province's "14th Five-Year Plan" Local Chronicles Development Plan", stimulate innovation and creativity in local chronicles work, and further promote the high-quality development of local chronicles in the province, the Jiangsu Provincial Local Chronicles Office has carried out the 2022 municipal and county (city, district) local chronicles characteristic innovation project assessment for the entire province. The featured innovation projects in this evaluation focus on the new era, new situations, and new issues, and focus on themes such as chronicle compilation, town and village chronicle compilation cultural projects, local chronicle informatization, local chronicle construction, historical chronicle alliance pilot, local chronicle classics collection, local chronicle resource development and utilization, local chronicle cultural promotion, etc., to promote the formation of innovation in work ideas, innovation in promotion measures, innovation in systems and mechanisms, and innovation in results and results.
After application and recommendation by the local chronicle work organization of the districted city, online video presentation by the project unit, and on-site scoring by the judges, 21 projects in the province were identified as "2022 Municipal and County Local Chronicle Characteristic Innovation Projects", including 5 first-class projects, 7 second-class projects, and 9 third-class projects.

Local chronicles are a unique cultural tradition of the Chinese nation, and historical chronicles of all types and levels are important platforms for displaying local history and culture. Under the care and guidance of the Provincial Chronicle Office, the Suqian Local Chronicle Office focused on connecting various public cultural venues organically, and successively established the country's first district-level and municipal historical chronicle museum alliance, and took the lead in establishing a cross-regional Xiang Yu Memorial Hall (Place) Alliance to enhance the effectiveness of public cultural services.
Suqian has a long history, profound cultural heritage, and rich resources in various historical venues. According to the "Jiangsu Province "14th Five-Year Plan" Local History Development Plan" issued by the General Office of the Provincial Government, during the "14th Five-Year Plan" period, Jiangsu will establish a historical and historical museum alliance, including local chronicle museum, town history museum, village history museum, factory history museum, school history museum , thematic characteristic museum, memorial museum The museum and other historical museums are combined to combine the historical and cultural resources that are hidden within each unit and limited to one region and field, and recommend them to the society as public cultural resources to display the provincial and local conditions in a multi-dimensional way, promote and inherit the excellent traditional culture, and cultivate patriotism and love for the hometown. The Suqian Municipal Chronicle Office is the first in the province to carry out research, survey and exploration of the historical chronicle alliance. With the municipal chronicle museum as the leader, the Suqian historical chronicle alliance is composed of county (district) local chronicle museums, town and village local chronicle museums, special exhibition halls, red education bases, factory history museums, school history museums, etc. The municipal district affairs office leads the work of the alliance.
In early October 2021, the Suqian Municipal Local Chronicles Office carried out a census of the city's historical and chronicle museum resources, and issued the "Notice on Carrying out a Census of the City's Historical and Chronicle Museum Resources" to the county (district) local chronicle work agencies, and initially screened and formed an alliance composed of 108 historical and chronicle museums. We have conducted 8 field surveys in counties (districts) and relevant functional areas, and investigated more than 30 historical museums in total. A symposium on the construction of the Historical Museum Alliance was held with the participation of the heads of 13 venues to fully listen to opinions.
In March this year, the construction of the History Museum Alliance was fully launched. The "Interim Measures for the Operation of the Suqian Historical and Records Museum Alliance" was issued, including general principles, operation methods, rights and obligations, supplementary provisions, etc., and stipulates the operation of the city's historical and chronicle museum alliance. Established a WeChat group for the city's historical museum alliance, compiled and printed address books, and built a bridge of communication.

At the same time, the Suqian Municipal Chronicle Office expanded the idea of the History Museum Alliance, took the lead in establishing a cross-regional Xiang Yu Memorial Hall (Place) Alliance, strengthened the research and publicity of Xiang Yu, and expanded the external influence of Suqian's business card " Hometown of King Xiang". On July 9, the first sub-forum of the "China Local Chronicles and Excellent Traditional Chinese Culture Forum" - "Thinking of Xiang Yu to this day" was held in Suqian, the hometown of King Xiang. At the forum, the Xiang Yu Memorial Hall (Place) Alliance was formally established. The alliance adheres to the principle of "complementary advantages, resource sharing, coordinated development, and mutual benefit and win-win" and is composed of 10 units, including King Xiang's hometown, Nanjing Bawangshan Memorial Hall, Anhui Provincial and County Bawang Temple memorial halls, and local chronicle work institutions.
