After research and decision by the Haigang District Party Working Committee and Management Committee, from December 20, 2022 to December 31, 2022, the "I contribute to the seaport" activity will be widely carried out throughout the district. Relevant matters are now notified as follows:
1. The solicitation content
focuses on building a modern industrial system, promoting supply-side structural reform , achieving high-level opening to the outside world, promoting integrated development across the region, promoting new urbanization construction , optimizing the business environment, improving investment mechanisms, introducing outstanding talents, and promoting ecological culture. Put forward forward-looking, constructive and feasible ideas, measures and suggestions in terms of clear construction, solving the problem of "one old and one small", improving people's livelihood and well-being, strengthening party building, etc., and think deeply about how to create a Chinese-style modern seaport scene, which scenes can become benchmark scenes, which can be a sentence, a suggestion, a paper, a plan, either an individual proposal or a joint proposal, focusing on exploring to remove obstacles, optimize the environment, and put forward good ideas and methods to assist development and create a modern seaport scene.

3. Work requirements
(1) Leadership takes the lead. Carrying out the "I contribute a plan for the harbor" activity is a major measure taken by the Party Working Committee and the Management Committee to consult, serve and benefit the people. It is an important channel for the broad masses of cadres and the masses to participate in democratic practice, and is a concrete embodiment of the party's mass line.Members of the leadership team of the Haigang District Party Working Committee and Management Committee and the main responsible comrades of various departments and units must attach great importance to it, take the initiative to go deep into the front line, do a good job in investigation and research, and take the lead in putting forward rational suggestions. Leading cadres must think innovatively. In principle, each leading cadre at the department level or above must put forward at least one opinion and suggestion.

The "I contribute a plan for the seaport" activity will be an important measure for the Party Working Committee and the Management Committee to closely contact the masses and form a long-term mechanism to be carried out on a regular basis. The majority of party members, cadres and the masses can send opinions and suggestions to the mailbox of the corresponding functional department at any time.
