nucleic acid testing will be canceled for all entry personnel. According to the "Frontier Health and Quarantine Law of the Republic of China" and other laws and regulations, the relevant matters regarding new coronavirus infection "Category B" and no longer included in the management of quarantine infectious diseases are announced as follows:
1, Starting from January 8, 2023, nucleic acid testing for all entry personnel will be canceled, and all entry personnel are required to declare to the customs the results of the new coronavirus nucleic acid test within 48 hours before entry. Customs will release immigrants who have normal health declarations and no abnormalities in routine port quarantine to enter the public; immigrants who have abnormal health declarations or symptoms such as fever will be classified and dealt with according to the investigation situation.
2. Relevant provinces (autonomous regions) will promote the orderly and steady resumption of cargo and passenger transportation at border ports according to procedures.
3. Starting from January 8, 2023, measures such as nucleic acid monitoring and testing for the new coronavirus at the ports of all imported cold chain foods and non-cold chain items will be cancelled.

According to the "Notice on Issuing the Overall Plan for the Implementation of "Category B and B Management" for New Coronavirus Infections" by the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council in response to the new coronavirus infection (Joint Prevention and Control Mechanism Zongfa [2022] No. 144 ) and the "Notice on Interim Measures for the Exchange of Chinese and Foreign Personnel" issued by the Foreign Affairs Group of the Joint Prevention and Control Mechanism of the State Council in response to the new coronavirus infection epidemic, has now formulated a work plan for the resumption of international passenger flights, which will be implemented from January 8, 2023. Relevant matters are notified as follows:
1. General principles
Efficiently coordinate operational safety, epidemic prevention and control, and industry recovery and development. In accordance with the principles of safety first, market leadership, and security first, we will steadily promote the resumption of international passenger flights to meet the needs of international personnel exchanges and foreign economic and trade exchanges.
2. Specific measures
1. Control measures such as the "Five Ones" and "One Country, One Policy" will no longer be implemented on international passenger flights. Chinese and foreign airlines will operate scheduled passenger flights in accordance with bilateral transport agreements.
2. Gradually resume accepting applications for international passenger charter flights from Chinese and foreign airlines. The summer and autumn flight seasons of 2023 will fully resume the pre-epidemic procedures and requirements; resume accepting applications for inbound business jets in accordance with the pre-epidemic procedures.
3. Optimize the inbound flight support process at each port airport, improve operational efficiency, cancel the "four designated, four fixed, two concentrated" prevention and control requirements, fully release support resources, and improve the support capacity for receiving international flights. When the port airport is unable to meet the airline's demand for additional flights in a short period of time due to insufficient support resources such as personnel, facilities and equipment, it should make a timely announcement, clarify the recovery time, and explain it to the outside world. The Civil Aviation Administration of China has guided domestic and foreign airlines to strengthen communication with relevant port airports in advance to rationally arrange transportation capacity.
4. no longer defines inbound high-risk flights and cancels the 75% passenger load factor limit on inbound flights.
5. The cancellation of inbound flights involves relevant airport entry security personnel, domestic and international crew closed-loop management , entry nucleic acid testing and entry isolation and other measures. Employees are required to do personal protection and health monitoring, flight crew are required to wear masks and hand disinfection, cabin lavatories are disinfected, publicity and guidance are strengthened, and passengers are supervised to wear masks.
6. Strengthen the safety supervision of international passenger flight operations of Chinese and foreign airlines and establish a solid bottom line for safety.
7. Strengthen international air transport price management, and in accordance with bilateral air transport agreements and relevant national price laws and regulations, work with market supervision departments to strengthen supervision and inspection of unfair competition in international air transport prices, maintain the normal price order of the air transport market, and protect the legitimate rights and interests of consumers and operators.
3. Implementation arrangements
The Civil Aviation Administration of China will take the lead in promoting the resumption of international passenger flights, be responsible for refining and announcing specific arrangements for measures, communicate with foreign civil aviation authorities, coordinate various units in the industry to ensure operational safety, epidemic prevention and control, and production organization, and strengthen coordination and linkage with relevant departments and local governments to ensure the safe and smooth resumption of international passenger flights.
