Recently, the city's ecological environment law enforcement team, under the unified leadership and deployment of the Municipal Ecological Environment Bureau, has carried out special atmospheric law enforcement in conjunction with major events, boosted the morale of the law enforcement team through meritorious service competitions, made full use of scientific means to improve law enforcement methods, enhanced law enforcement effectiveness, and further promoted the special law enforcement work to improve air quality in autumn and winter. As of the date of publication, the city's air quality rate in autumn and winter has reached 100%, and law enforcement guarantees play an active role in this.
Careful organization and emphasis on implementation
In order to ensure the smooth progress of law enforcement guarantee work, the city's environmental law enforcement team has been carefully organized and focused on implementation. "Those who share the same desire will win, and those who work together in the same boat will win." On October 25, the Municipal Environmental Law Enforcement Corps issued the "Special Law Enforcement Guarantee for Air Quality Improvement in the Autumn and Winter of 2022 and Special Atmospheric Law Enforcement Action Plan" to the city's environmental law enforcement teams, which clarified the two major work goals of achieving the overall improvement of the city's air quality through law enforcement guarantees and tempering the team and forging the iron army, further unifying ideological understanding.
The "Plan" determines the leadership organizational structure. The Municipal Environmental Law Enforcement Corps takes the lead in establishing a special law enforcement guarantee working group for air quality improvement in the city. The two main leaders of the corps serve as double team leaders, and other corps leaders serve as deputy team leaders, leading the city to carry out special law enforcement guarantee work and special atmospheric law enforcement actions. According to the specific requirements of different stages, the "Plan" divides the safeguard work into four stages: rectification, tackling difficulties, deepening, and consolidating. It requires each district to formulate detailed plans and determine the objects of law enforcement inspection according to the characteristics of the district. The "Plan" clarifies the key tasks at different stages. By strengthening the leadership of party building, strictly standardizing law enforcement, focusing on technical support, improving information submission, implementing five major work requirements such as epidemic prevention and control, and improving the law enforcement work daily report system, it ensures that the requirements for law enforcement guarantees are implemented and the expected goals are successfully achieved.
Meritorious Service Competition Boosts Morale
In order to continue to temper the law enforcement team and forge an iron army of law enforcement, the city's ecological and environmental law enforcement teams actively participated in the "Concentrate on the CIIE, Contribute to the CIIE and Create a First-Class" Meritorious Service Competition jointly organized by the Municipal Federation of Trade Unions and other departments, gathering the enthusiasm of the law enforcement officers to serve and contribute to the CIIE, and continue to defend the blue sky this autumn and winter. Scientific methods assist law enforcement
In order to continuously improve law enforcement methods, improve law enforcement efficiency, and continuously enhance the ability to detect and deal with atmospheric environmental violations through scientific and technical means, in accordance with the requirements of the "Plan", the city's environmental law enforcement team further strengthens the use of precise law enforcement methods such as flight monitoring and law enforcement, online monitoring, drones patrols, and infrared thermal imaging cameras. During the period of carrying out special law enforcement guarantees, the city selected industrial enterprises and parks with large emissions of air pollutants and concentrated complaints, and carried out a total of 10 aerial monitoring and law enforcement operations and 3 drone inspections, covering all 9 suburbs, and found 5 clues to atmospheric problems.

In response to the dust import in the north in mid-to-late December, the city's environmental law enforcement team, based on the daily consultation opinions of the Municipal Bureau's Air Quality Assurance Headquarters, overcame manpower problems during the epidemic, dared to take responsibility, and actively carried out law enforcement inspections with accurate inspection areas and accurate pollution factors, playing a leading role in air assurance during special periods.
Safeguarding the atmosphere has achieved remarkable results
In order to achieve the goal of overall improvement of the city's air quality, the ecological environment law enforcement teams at the municipal and district levels are at the forefront, bravely shouldering heavy responsibilities, fighting hard battles, and overcoming difficulties. Always maintain a high-pressure law enforcement posture, maintain a fair and equitable business environment, and guard the bottom line of environmental safety; always maintain high-frequency inspections, promptly discover atmospheric environmental problems, and urge them to make corrections as soon as they are known to ensure excellent air quality.
Special law enforcement guarantees have so far been implemented. A total of 6,616 law enforcement personnel have been dispatched in the city to inspect 6,823 households such as industrial enterprises, dust-raising industries, auto repair industries, and gas stations. 764 atmospheric environmental problems were found, and 15 administrative penalties were imposed, with a penalty amount of 425,900 yuan. Currently, the city is investigating and collecting evidence from 53 companies suspected of violating atmospheric environmental laws.
Through strict law enforcement and full protection, the city has initially achieved the goal of overall improvement of air quality. From the launch of special law enforcement guarantee work on October 25 to the date of publication, the air quality in autumn and winter reached 100%, and the city's law enforcement team played an active role in law enforcement guarantee.
