By coordinating river management plans, implementing water resources management systems, we will continue to carry out river "clearing four chaos" rectification activities and the "ten-year fishing ban" action in the Yangtze River basin to promote river ecological environment protection and governance.
Strengthen organizational leadership and improve work mechanism
Yangdian Town adheres to the requirements of the "Liandang County Work Plan for Comprehensively Promoting the River Chief System" and other documents, and adheres to the "Party and Government's Shared Responsibilities" and "One Post Two Responsibilities". With the requirements of "establishing management agencies, clarifying work goals, implementing management responsibilities, and strictly managing and assessing", it has comprehensively built a town- and village-level river and lake chief system work system combining region and river basin to ensure that all work of the river and lake chief system is implemented. First, the Yangdian Town River and Lake Chief System Leadership Group and Office will be established in a timely manner, with the Party Secretary and the Town Mayor as the town-level chief river and lake chief, the police station director as the town-level river and lake chief, other leading members of the Party and government team will serve as the river and lake chiefs of each water system, and the village party branch secretary as the village river and lake chief, as the first person in charge of local water environment governance. At present, there are 2 town-level river and lake chiefs, 1 town-level river and lake chiefs, 7 town-level river and lake chiefs, and 8 village-level river and lake chiefs. The second is to hold meetings regularly to study the work knowledge of river and lake chief system and laws and regulations, and arrange and deploy river and lake chief system in a special topic; establish a long-term mechanism for river inspections and daily management, clarify the inspection personnel, inspection cycles, inspection scope and inspection content, and conduct special inspections regularly, and take the water bank together, treat both the symptoms and the root causes, and carry out treatment and management at the same time, and rectify problems within a specified period of time to achieve the normalization and long-term effectiveness of river management work. The third is to include the river and lake chief system in the village-level year-end comprehensive target assessment, organically combine the "order cancellation" work method, improve the accountability system and incentive mechanism, and fulfill the performance of village cadres based on the progress of the work, and force the river and lake chief system to be implemented.

First, firmly grasp the key to the precise implementation of river and lake chief system, based on reality and according to rivers and ditches in the jurisdiction, formulate and improve one river and one policy plan, standardize the operation mechanism, and clarify the standardized procedures of river chiefs, providing basic guarantees for the full implementation of river chief system . Second, actively carry out special business training for village-level river chiefs, refine the management responsibilities of village-level river chiefs, establish an information reporting system, promptly feedback on the progress of work, improve cooperation between town and village levels, and significantly improve work efficiency. The third is to carry out special supervision and inspection regularly, and work with police stations, judicial offices and other departments to regularly carry out special rectification actions such as the ten-year fishing ban in the Yangtze River Basin, illegal sand mining and quarrying in rivers, and illegal piles and construction of rivers, and severely crack down on all kinds of illegal and criminal acts that endanger river safety. Fourth, the town River Chief System Office regularly inspects the progress of village-level river chiefs' work. By checking the "Gansu Province River and Lake Chief System" APP and village-level river inspection records, comprehensively supervises the implementation of village-level river chiefs' river inspection and problem rectification, etc., to ensure that the river chief system work is implemented effectively. Fifth, by improving the living environment, we have promoted river ecological governance. Our town has always regarded the improvement of rural living environment as an important measure to promote the river chief system, comprehensively promoted the "toilet revolution", water network transformation, black and odorous water body control and other work, established a long-term mechanism for environmental sanitation rectification, and effectively improved the ecological environment of the waters in the jurisdiction. As of 2022, the town has completed 739 households' sanitary toilet renovations, built 10 public toilets, completed 2 rain and sewage diversion projects in the whole village, laid 3.1 kilometers of sewage pipelines, and cleaned 12.6 kilometers of canals.

Yangdian Town carries out publicity activities online and offline through "Civil Direct Say" meetings, WeChat groups, WeChat public accounts, public notice boards, brochures, banners, etc., and publicizes the work of the river chief system from multiple angles and in all aspects, comprehensively publicizes the work responsibilities of the river and lake chief system and the information of river and lake chiefs, opens up channels for public supervision and reporting, widely mobilizes the people in the jurisdiction to participate in the cleaning and protection of river and lake trenches, and enhances the enthusiasm and initiative of the general public to participate in river and lake governance. Throughout 2021, our town established 8 public notice boards of river chief system and 12 river warning boards; the monthly "Civil Direct Saying" meeting regularly publicizes river protection knowledge and laws and regulations; accumulated 26 special river garbage cleaning activities across the town, with more than 1,500 participants; 14 special promotional WeChat public accounts for river chief system promotion were distributed, more than 1,800 promotional materials were more than 1,800 copies, 18 themed publicity banners, and more than 30 posters were produced. A good atmosphere of "all-management and protection" has been created throughout the town.
