In order to further strengthen the construction of the arbitrator team, carry forward the demonstration and leading role of outstanding arbitrators, encourage arbitrators to be motivated and creative in their work, comprehensively improve the quality and efficiency of handling arbitration cases, and continuously promote Yantai’s arbitration cause to a new level. After research, it was decided to carry out the selection and commendation of the "Top Ten Arbitrators". The following notice is hereby notified:
1. Selection method
This selection adopts a combination of self-recommendation and organizational recommendations, and follows the principles of "openness, fairness and justice", and finally 10 "Top Ten Arbitrators" were selected.
2. Selection criteria
(I) Firm political and ideological, support the leadership of the Party, support the Constitution and laws, firmly establish the concept of socialist rule of law, , overall awareness of , strong sense of responsibility;
(II) Strictly abide by laws and regulations, professional ethics of arbitrators, arbitration work discipline and other rules and regulations, seek truth from facts, be honest and self-disciplined;
(III) Seriously responsible, diligent and efficient, study business knowledge hard, and be good at innovating work methods. Have a high arbitration level and case handling ability, strong ability to handle trials, good mediation skills, high level of ruling production, and good case handling effect;
(IV) More than 10 cases have been handled since the 6th session of the Yantai Arbitration Commission (May 10, 2018), of which there are no less than 5 cases handled as chief or sole arbitrator;
(V) The cases handled by the court have not revoked the ruling or ruled not to be executed due to personal reasons, and have not caused adverse social impacts due to improper handling.
3. Selection rules
The full score for this selection activity is 100 points, of which online voting accounts for 40% of the score and expert review accounts for 60%.
4. Selection program
(I) declaration. Arbitrators who are interested in participating in the evaluation must fill out the "Recommendation Form of the "Top Ten Arbitrators" of Yantai Arbitration Commission (Self-Recommendation Form)" and the "Summary of Recommended List of Candidates for the "Top Ten Arbitrators" of Yantai Arbitration Commission" (see Appendix 1 and 2), and submit their personal main deeds (about 800 words). The materials submitted must be objective and true and well-founded. Please submit the paper-based materials (deeds materials, recommendation forms in 2 copies, 1 summary form) to the Yantai Arbitration Commission Contact Section before December 20, and send the electronic materials (deeds materials, recommendation forms, summary form, recent 2-inch front-facing blue-bottom certificate photo) to the mailbox [email protected].
(II) Preliminary review. The association organizes experts to establish an evaluation committee to conduct a preliminary review of self-recommendation or organizational recommendation candidates, and determine the primary candidates who enter the online voting process.
(III) Online voting. The deeds of primary candidates are displayed in Yantai Daily , the official website of Yantai Arbitration Committee, and the WeChat official account of "Yantai Arbitration" to receive comments and likes from all walks of life.
(IV) Expert review. The candidates will be evaluated and scored by the review committee.
(V) Public announcement. The list of final candidates determined based on the selection rules will be announced and feedback from all walks of life will be listened to.
5. Commendation activities
Use the annual training activities of arbitrators to commend the "Top Ten Arbitrators" and promote it through Yantai Daily, Jellyfish Network , Yantai Arbitration Commission website, Yantai Arbitration Commission WeChat public account and other media. The "Top Ten Arbitrators" column was opened on the WeChat official account and regularly pushed it to fully demonstrate the style of the "Top Ten Arbitrators".
