Municipal Party Committee Secretary Huo Bugang presided over the meeting and delivered a speech. Bai Ying, deputy secretary of the municipal party committee and mayor, Ma Tao, secretary of the Party Group and director of the Municipal People's Congress Standing Committee, and Wu Song, secretary of the Party Group of the Municipal CPPCC, attended the meeting.
The meeting pointed out that studying, publicizing and implementing the spirit of the 20th National Congress of the Communist Party of China is the primary political task at present and in the future. We must further strengthen coordination, strive for practical results, and study and put forward opinions on implementation of the whole city. All city leaders should take the lead in implementing, conducting research, and implementing the work in light of the division of labor, focusing on studying key tasks next year, and ensuring that the spirit of the 20th National Congress of the Communist Party of China is implemented and effective. We must prepare for the Municipal Party Committee’s economic work conference with high quality, and comprehensively consider and scientifically plan next year’s economic work. We must carefully prepare for the two sessions of the city to further inspire people and boost confidence. We must make every effort to plan the project, set up a project team, plan projects from top to bottom, seize policy opportunities, plan more projects that cross counties, districts, have a great impact and benefit the long-term, and actively participate in major projects and urban circle projects in the province. We must strengthen enterprise tracking services, help enterprises upgrade and transform, expand investment, and ensure that projects can be retained and developed well. We must place people's livelihood security in a prominent position and do a good job in checking and service security for heating hazards. We will make every effort to ensure the supply and price of important livelihood commodities in the "two festivals" to ensure that the supply of important daily necessities is uninterrupted and not out of stock. Continue to do a good job in clearing wages for migrant workers, creating cities and inspecting cities, livelihood matters, petitions and stability maintenance, and social security, and effectively ensure the bottom line of the "three guarantees" at the grassroots level.
The meeting emphasized that we must thoroughly study and implement the spirit of General Secretary Xi Jinping’s important instructions on work on safe production, fully implement the requirements of “three management and three musts”, and better coordinate development and safety. We must further strengthen professional supervision forces, urge enterprises to fulfill their main responsibilities, improve the safety level of chemical parks, learn from the experience of "Internet + production safety" and promote the construction of urban risk perception systems. We must focus on the safety work of key industries such as non-coal mines, dangerous chemicals, road traffic, and urban gas, and do a good job in fire safety this winter and next spring. We must focus on high-risk places and new business forms and carry out special rectification. We must strengthen professional rescue forces and improve the level of professional rescue.
The meeting emphasized that we must thoroughly study and implement the important instructions of General Secretary Xi Jinping on epidemic prevention and control work, adhere to the people and life first, improve prevention and control measures according to the times and situations, and do a good job in epidemic prevention and control work more scientifically and accurately. We must work hard to refine services, make every effort to solve the reasonable demands of the people, do a good job in vaccination, ensure the people's emergency medical treatment and daily necessities, and strengthen the construction of designated hospitals. We must do a solid job in epidemic prevention management and service guarantee in key places such as nursing homes, welfare homes, hospitals, health stations, schools, etc., and coordinate epidemic prevention and control, fire safety, public security prevention and control, etc. Accelerate the resumption of all kinds of commercial and cultural tourism activities, and do not stop work and production at will. We must continue to do a good job in publicity and guidance and policy interpretation.
