The Constitution is the fundamental law of a country, the general constitution for governing the country and maintaining stability, and a concentrated reflection of the will of the Party and the people. In order to enhance the constitutional awareness of the whole society, carry forward the spirit of the Constitution, and comprehensively promote the rule of law, the Chifeng Municipal Public Security Bureau carried out special publicity and education activities on the constitution and laws.
National Constitution Day
On October 23, 2014, the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China reviewed and passed the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Promoting the Rule of Law", proposing that December 4 of each year be designated as National Constitution Day. On November 1, 2014, the 11th meeting of the Standing Committee of the 12th National People's Congress passed the "Decision on the Establishment of the National Constitution Day", which established December 4 as National Constitution Day in the form of legislation. The decision made it clear that the people of all ethnic groups in the country, all state organs and armed forces, all political parties and social groups, and all enterprises and institutions must take the Constitution as the fundamental code of activity and bear the responsibility of safeguarding the dignity of the Constitution and ensuring the implementation of the Constitution. No organization or individual shall have privileges beyond the Constitution and the law, and all acts that violate the Constitution and the law must be pursued. December 4, 2022 is the ninth National Constitution Day.
The significance of National Constitution Day
The establishment of a National Constitution Day will help popularize constitutional concepts, establish constitutional authority, strengthen the country's "cultural soft power", help expand the mass and social foundation for the implementation of the Constitution, help carry forward the constitutional culture of the Chinese nation, establish a good image of respecting the Constitution in the international community, and expand the international influence of the Chinese Constitution.
