Wang Shangxue emphasized that air pollution prevention and control is a systematic project. We must focus on the air pollution control goals, implement emission compliance measures, scientifically formulate pollutant concentration control plans, and ensure that the annual comprehensive air quality index ranks at the forefront of Gansu Province. We must increase dust control efforts, carry out dust prevention operations on construction sites on a regular basis, clean road dust accumulation in a timely manner, and effectively prevent secondary dust pollution. We must strictly control coal-fired pollution, increase subsidies for civilian loose coal replacement, severely crack down on the sale and use of inferior coal, and effectively reduce pollution of loose coal in winter. We must strengthen enterprise emission supervision, guide enterprises to coordinate production and operation and environmental protection, and ensure that emissions meet standards are met. We must improve the pollution weather response and control system, classify and control it, further reduce the number of days of light and moderate pollution, ensure that no severe pollution occurs, and make blue sky and white clouds the most universal people's livelihood.
