According to the website of Anhui Provincial People's Government on November 2, recently, Anhui Provincial People's Government issued a notice on the suspension of new construction projects within the area of the flood control project of Chihe and control the population migration.
Chihe Flood Control Project is a provincial key water conservancy project. In order to ensure the smooth implementation of the project construction and protect the legitimate rights and interests of the people within the project's land area, according to the relevant provisions of the "Regulations on Land Acquisition Compensation and Resettlement of Large and Medium-sized Water Conservancy and Hydropower Projects Construction" ( State Council Order No. 679), the notice is as follows:
1. From the date of the issuance of this notice to December 31, 2025, the permanent land acquisition scope of Chihe flood control project is to stop new construction projects and control the area of population migration (hereinafter referred to as the "control area"). The control area involves: Sizhoumiao Village, Jiepaiji Town, Dingyuan County, Guansi Village, Daqiao Community, Sanguan Village, Chihe Town, Chihe Town, Shangang Village, Sanhe Huimin Village, Houli Village; Meishi Community, Hongxin Town, Fengyang County; Baxi Village, Mingnan Street, Mingguang City, Magang Village, Dongpan Village, , Xixu Village, Liangshan Village, Houxu Village, , Zhangwan Village, Mingguang Street, Zhangwan Village, totaling 9 towns (streets) and 17 villages (communities).
The specific scope of the project legal person will be posted separately in the form of attached drawings based on the project feasibility study report.
2. Within the specific scope of the control area, no unit or individual may build, renovate or expand projects, develop land, build houses and other facilities, and shall not plant new perennial economic crops and forests.
3. Except for normal transfer after completing relevant procedures in accordance with regulations, couples and minor children relocate or defect to each other, retired active service personnel, college and technical secondary school graduates, , and people who have been released from prison will be prohibited from moving into the controlled area. There is no restriction on the birth of babies in the controlled area.
4. The people's government where the project is located should effectively strengthen leadership, strictly implement relevant regulations, and stop the violation of regulations and the act of carrying out basic construction and population migration in the controlled area in accordance with the law.
5. The project legal person shall, together with the people's government of the project location, investigate, register and verify the physical land acquisition indicators of the controlled area's engineering construction in accordance with relevant regulations. After signing and approval by the head of the immigrant household and the relocation unit, the file and card will be established, and the local people's government will sign the opinion.
