On October 26, Changzhou Water Conservancy Bureau organized a transfer meeting for the operation and management of the Huangliangbang Gate Project and the Desheng Riverwai River Section River Remediation Project. The meeting was chaired by Shen Xiaofei, deputy director of the Municipal Water Resources Bureau, and relevant persons in charge of the Municipal Urban Flood Control Engineering Management Office, Municipal Water Resources Construction Management Office and other units attended the meeting. Through on-site surveys before the meeting and reports were heard at the meeting, all parties involved unanimously agreed that the project meets the conditions for transfer of operation and management. The heads of the Municipal Urban Defense Department and Construction Department formally signed the transfer agreement for transfer of operation and management, and the transfer meeting was successfully completed.

Huangliangbang Gate Project is located on the Huangliangbang River on the north side of Zhongwu Avenue in Zhonglou District. It is one of the nodes of the urban flood control project in Yunbei. The project is a single hole net width of 12 meters control gate. The project started construction in September 2021 and passed the completion acceptance in August 2022. After the operation is handed over, the Hutang Management Office of the Urban Defense Department is responsible for the daily operation and management.

Desheng River Outside River Section River Remediation Project is located in the Desheng River estuary section. The main construction contents include: removing hazards and strengthening the embankments on both sides within about 170 meters of the estuary in the Desheng River, and improving the current river channel dredging, strengthening the embankments on both sides and improving flood control capabilities. The total length of the coastline of the project is 408 meters. The project started on November 3, 2021 and completed on May 26, 2022. After the operation is handed over, the Weicun Area Management Office of the Urban Defense Department and the Jiangdi Management Office will be jointly responsible for the daily operation and management.
