According to Fox News, on September 30, local time, Russian President Putin delivered a speech when signing the agreement between the four eastern Ukrainian states to "join Russia" in which Putin slammed the United States.
Putin said that the United States used the atomic bomb to attack Japan during World War II , setting a "precedent" for nuclear war , and accusing Western countries of trying to establish a world order that is only beneficial to them. He further stated that all Ukrainian citizens living in the Luhansk , Donetsk , Zaporoze and Khlsong regions will now be part of Russia forever and vowed that if these areas are attacked, he will take every possible means to protect the locals.
Russian expert and former US Defense Intelligence Agency intelligence official Rebecca Kovler said in an interview with Fox: "Putin looks very fighting spirit, and it seems that he has taken out his boxing gloves. There is no way back for him, he can only fight to the end." Kovler believes that Putin has prepared for the "legitimate" deployment of nuclear weapon in Ukraine, which is almost equivalent to a direct declaration of war on the West.
Despite reports that a large number of Russians fled Russia after Putin issued a "military mobilization order", Kovler said that people around Putin still supported him, and she also said: "Putin not only talks directly with the Russian people, but also directly with Ukrainian Presidents Zelensky and Ukraine.
