Since the First National Intra-Party Law and Regulations Work Conference, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, the Sichuan Provincial Party Committee has thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially General Secretary Xi Jinping’s important instructions on governing the party according to regulations. Discuss, coordinate and promote the construction of the province's intra-party laws and regulations, and promote the province's intra-party laws and regulations to achieve new progress and new results.
1. Improve political position, strengthen political responsibility, and scientifically plan and promote the construction of intra-party laws and regulations.
The Provincial Party Committee has always adhered to and strengthened the party's overall leadership and resolutely achieved the political height of " two safeguards ", insisting on Study and implement General Secretary Xi Jinping’s important exposition on governing the party in accordance with regulations as an important political task, and conscientiously fulfill the main responsibility of strengthening the construction of intra-party laws and regulations. The Standing Committee of the Provincial Party Committee includes the construction of intra-party laws and regulations as an annual work priority every year, regularly listens to work reports, and conducts special studies on Sichuan Province's implementation of regulations on the formulation of intra-party regulations, regulations on the filing and review of intra-party regulations and normative documents, and responsibilities for the implementation of intra-party regulations system regulations (for trial implementation) and the Provincial Party Committee’s five-year plan for the formulation of intra-party regulations, arrange and deploy the province’s intra-party regulations, and review draft intra-party regulations and important normative documents. The main responsible comrades of the Provincial Party Committee conscientiously performed their duties as the first responsible person, issued instructions and made requirements many times, planned and deployed important work, and presided over the study of important matters. The theoretical study center group of the Provincial Party Committee regularly conducts special studies on intra-party laws and regulations every year. The Provincial Party Committee’s Intra-Party Legal Work Joint Meeting regularly organizes studies on important work on the construction of intra-Party legal systems and coordinates the resolution of specific issues. All localities and departments have strengthened organizational leadership and implemented implementation at all levels, forming a work pattern of high-level promotion and multi-party linkage.
2. Coordinate the establishment, reform, abolition and interpretation, optimize the system supply, and actively promote the formation of a relatively complete intra-party legal system
Insist on grasping the correct political direction, closely focus on the overall situation of the central government, and not only do a good job in building supporting systems in accordance with the requirements of the Party Central Committee, but also combine Sichuan's development needs to carry out pilot projects. In the past five years, a total of 58 provincial party committee regulations have been promulgated, including 34 supporting ones and 24 original ones, accounting for 52% of the currently effective provincial party committee regulations. In the field of party organizations, regulations and systems, we have formulated and promulgated working rules for village party organizations, working rules for party committees in ordinary colleges and universities, and working rules for community party organizations (for trial implementation). In the field of the party's leadership laws and regulations, we have formulated and promulgated regulations on decision-making on major economic matters in cities and counties (for trial implementation), regulations on the responsibility system for forest and grassland fire prevention and firefighting work for party and government leading cadres (for trial implementation), as well as a list of food safety work responsibilities for provincial party and government leading cadres, List of ecological and environmental protection responsibilities, etc. In the field of laws and regulations for the party's own construction, we have formulated and promulgated detailed implementation rules for the supervision of the implementation of General Secretary Xi Jinping's important instructions, management measures for provincial deliberations and coordination agencies, and management measures for leaders of provincial enterprises, etc. In the field of the party's supervision and guarantee laws and regulations, we have formulated and promulgated county economic development assessment methods, and work methods for promoting reform of typical cases of major violations of disciplines and laws (for trial implementation). In the formulation of regulatory documents, we should highlight the key to improving quality, formulate and introduce legality review methods, and strictly implement pre-review procedures for relevant regulatory documents before submitting them to the Standing Committee of the Provincial Party Committee for review, and strictly control politics, policies, laws, and formulations. , facts, procedures, authority, text, and format, and strengthen the management of the entire process of formulating regulatory documents.
focuses on maintaining the unity and seriousness of intra-party laws and regulations, and does a solid job in filing, review and clean-up work.Establish a linkage mechanism for the filing and review of party committees, people's congresses, and government regulations and documents, improve the county (city, district) party committee's direct reporting system to the provincial party committee, and establish an in-system filing and review mechanism by the Provincial Commission for Discipline Inspection and the Organization Department of the Provincial Party Committee to build a system that covers city and county party committees And the registration and review work system of the department party group (party committee) and the discussion and coordination body . In the past five years, an average of more than 1,300 documents submitted to the Provincial Party Committee have been reviewed and filed every year, and 8.2% of the "problem documents" have been processed. Carry out centralized cleaning and special cleaning of regulatory documents in an orderly manner, explore and carry out immediate cleaning, conduct simultaneous research and judgment when drafting, submit simultaneously when submitting for review, and synchronize cleaning when issuing documents, effectively promoting the "slimming" and "fitness" of the system.
3. Adhere to the rules and regulations, consolidate the responsibilities for enforcement, and effectively promote the implementation of intra-party laws and regulations.
Conscientiously implement the regulations on the responsibility system for the implementation of intra-party laws and regulations (trial implementation), and closely follow the work of knowing, supervising, and evaluating regulations. chain, strengthen the rigidity of system implementation, and strive to transform the advantages of intra-party laws and regulations into governance effectiveness. Deepen publicity and interpretation. Open columns on party affairs disclosure in Sichuan Daily and other media, publish important regulatory documents in a timely manner, increase publicity and explanation, and improve the "timeliness and effectiveness" of disclosure. Incorporate the latest published intra-party regulations into the theoretical study content of party committees (party groups) at all levels. Party schools (administrative colleges) and cadre academies at all levels will regard the study of intra-party regulations as important courses and include the promotion of intra-party regulations. Legal popularization planning to create a good atmosphere of respecting, studying, and abiding by the rules. Strengthen inspection and assessment. Relying on social science institutions and the Party's Intra-Party Laws and Regulations Research Center to carry out third-party evaluations, the Organization Department of the Provincial Party Committee comprehensively used individual evaluations, thematic evaluations, comprehensive evaluations and other methods to evaluate the implementation of the party's building system reform documents. Chengdu, Meishan and other places Select important normative documents to conduct research and evaluation, and use the evaluation results as an important basis for immediate reform, abolition and interpretation.
