project
Relevant units:
In order to implement the "Shanghai Regulations on Promoting the Transformation of Scientific and Technological Achievements" and the "Shanghai Regulations on Promoting the Construction of Science and Technology Innovation Centers" ” and “Shanghai Action Plan for Promoting the Transfer and Transformation of Scientific and Technological Achievements (2021-2023)” and other documents, the Shanghai Science and Technology Commission has specially carried out performance evaluation of the construction project of the scientific and technological achievements transformation service system.
- Evaluation requirements
1. Evaluation object. For the 2019 and 2020 Shanghai "Technological Innovation Action Plan" scientific and technological achievements transfer and transformation service system construction project unit. Project-initiating units that have entered the performance evaluation time node can apply independently. Expiration will be deemed to be automatic abandonment (see attachment for details).
2. Material preparation. According to the construction content and requirements of the 2019 and 2020 Shanghai "Technology Innovation Action Plan" scientific and technological achievements transfer and transformation service system construction project guide, write an evaluation application and other related materials.
Submission materials mainly include:
(1) Shanghai Science and Technology Achievements Transfer and Transformation Service System Construction Project Evaluation Application
(2) Shanghai Science and Technology Achievements Transformation Service Agency Annual Report
(3) Voucher materials related to project completion performance goals, Proof materials that can reflect mechanism innovation, service performance, and demonstration features during the evaluation period.
(4) If the funding amount applied for by the evaluation unit is less than 1 million yuan, it must submit the annual financial statements (balance sheet and profit and loss statement) for the evaluation period, the application for support funds and the list of supporting fund accounting vouchers (detailed accounts and attachments), not less than 1 million yuan. 30% of the accounting vouchers; when applying for a funding amount greater than or equal to 1 million yuan, an audit report issued by an accounting firm must be submitted. The evaluation unit must follow the "Shanghai Municipal Scientific Research Plan Project (Project) Special Fund Management Measures" (Shanghai Finance and Education [2017] No. 9) and "Notice on Further Improving the Shanghai Municipal Scientific Research Plan Project (Project) Special Fund Management" (Shanghai Finance and Education No. 2019 (24)) requires you to fill in the final accounting information.
3. Evaluate content. The Municipal Science and Technology Commission organized experts to conduct performance evaluation, which included three parts: mechanism innovation, service performance, and demonstration characteristics. The assessment results are divided into four levels: excellent, good, qualified, unqualified and . Among them, service performance is the focus of evaluation, and demonstration features mainly include participating in national reform pilot tasks related to the transformation of scientific and technological achievements, innovative measures, and typical cases.
4. Support amount. The application quota shall be considered based on the actual budget of the current year, and shall not exceed 50% of the total project investment of the project establishment unit, and shall not exceed the maximum amount stipulated in the corresponding topic of the project guide for the year of project establishment.
5. Other requirements.
(1) If the applicant provides technical income (mainly income from technology transfer and services), or technology transactions and other related information, it should provide the technology contract registration number information (list) certified and registered by the Shanghai Technology Market Management Office. .
(2) All applying units and project participants should abide by the scientific research ethics code, comply with the relevant regulations on the management of human genetic resources and the relevant regulations on pathogenic microorganisms laboratory biosafety management, and comply with the requirements for scientific research integrity management. The person in charge of the project shall promise the authenticity of the submitted materials, and the applying unit shall be responsible for the applicant's application qualifications and review the authenticity and completeness of the application materials. Project applications with confidential content shall not be submitted.
