In order to further optimize online litigation services and improve judicial convenience, the Binhai New District Court has fully launched an intelligent preservation system to handle the entire process of preservation business online. The parties only need to visit the People's Court Online Preservation System (website: https://baoquan.court.gov.cn/) to register with their real names, and then they can enjoy the one-stop service of online preservation and online guarantee without leaving home, realizing "zero errands", "zero contact" and "zero paper" handling of litigation preservation matters.

The following is the system usage guide:

. User registration, login and real-name authentication operation guide

Step 1: User registration

Users who use the online security system for the first time must register first. Click the "Register" button in the website login area to enter the account registration page, read and check the "People's Court Internet Unified Account Management Platform Registration Agreement" to start registering a system account. When registering, the account name is the user's real mobile phone number. Enter the correct verification code as prompted on the page, as shown below:

Click the "Next" button to obtain the SMS verification code, as shown below:

After entering the correct verification code, click the "Next" button to set the user password, as shown below:

After the password setting is completed, click "Submit now" and the registration is successful.

Step 2: User logs in to

and enters the correct username and password. Click the "Login" button to log in to the system. The user name is the mobile phone number entered when registering, and the password is the password set by the individual during registration, as shown below:

Step 3: Real-name authentication

After logging in to the online security system, users must complete their personal information and pass real-name authentication before they can handle related business. First, the user enters personal information such as real name and ID number according to the page prompts. After filling in the information correctly, click the "Real Name Authentication" button, as shown below:

After successfully scanning the QR code, the mobile phone opens the face recognition system , and the user completes the face recognition real-name authentication according to the prompts on the mobile phone page. After the real-name authentication of

. Application Preservation Operation Guide

The "My Application" module on the homepage of the online preservation system provides quick access to "Preservation Application" and "Guarantee Application". Click "Preservation Application" to enter the preservation application page.

Step one: Create a preservation application

When a user uses the online preservation system for the first time, click the "Preservation Application" button in the "My Application" module on the homepage of the website to enter the "I want to apply for preservation" guidance page, as shown below:

Click the "Apply Now" button to apply for preservation.

users who are not using the online security system for the first time can click the "Preservation Application" button in the "My Application" module on the homepage of the website to directly enter the "My Application List". The system will display the "Preservation Application" list page by default. Click on the upper right corner "+ Preservation Application" button to start applying for preservation, as shown below:

The user reads the preservation instructions and checks "I have read the online preservation instructions", as shown below:

Click "Create Preservation Application" to open the create preservation application page, start creating the preservation application, and fill in the basic information for applying for preservation, including: selection of court, application for preservation amount, preservation category, preservation type, guarantee situation, author's identity, etc., as shown below. If you choose litigation preservation, you need to fill in the case type, case number and cause of action, as shown below:

Step 2: Add basic preservation information

Create preservation information. After filling in the preservation information, click the "Create preservation" button to enter the preservation basic information page. Add applicant, respondent, plaintiff’s attorney, and property clue information. Multiple pieces of information can be added, as shown below:

After completing the basic preservation information, click the "Save" button to save the filled in basic preservation information.

Step 3: Add guarantee information

After completing the basic preservation information, click the "Next" button to enter the guarantee information filling page. Click the "Add" button to add guarantee information, as shown below:

Click the "Save" button to save the guarantee information to the guarantee information list, as shown below:

Step 4: Upload materials

After filling in the guarantee information, click the "Next" button to enter the upload material page, as shown below:

Step 5: Preview and submit

After the uploaded materials are completed, click the "Next" button to enter the preview submission page, where you can preview all the filled-in preservation application information. Click the "Submit" button to submit the preservation application to the preservation case handling system.

After the preservation application is submitted, the system returns the "Preservation Application" list. Users can click on the submitted preservation application in the "My Application" list area to view the current processing progress.

When the preservation application is waiting to be submitted, the user can click the "Edit" or "Delete" button in the "My Application" list to edit or delete the preservation application, as shown below:

Step 6: Pay the preservation fee online

After the preservation application is submitted and reviewed, the preservation application status is "Pending Fee". The applicant clicks the "Pay" button to pay the preservation fee, as shown below:

Open the payment information confirmation page, confirm the payment information, select the payment method, and complete the payment. As shown below:

After the payment is completed, the presiding judge will issue a ruling opinion on the preservation application, and the preservation application is completed.

. Guidelines for applying for guarantee

Step one: Create a guarantee application

When a user applies for guarantee for the first time, click the "Guarantee Application" button in the "My Application" module to enter the "I want to apply for guarantee" guide page, as shown below:

Click the "Apply Now" button to open the create guarantee application page and fill in the basic information for applying for guarantee, including: selecting the court, applying for guarantee amount, preservation category, selecting insurance company, identity of the submitter, etc., as shown below. If you choose litigation preservation, you need to fill in the case type, case number and cause of action.

Step 2: Add basic guarantee information

Create guarantee information. After filling in the guarantee information, click the "Apply for Guarantee" button to enter the guarantee basic information page. Add information about the applicant, respondent, plaintiff's agent, and property clues. Multiple pieces of each information can be added, as shown below:

After completing the basic guarantee information, click the "Temporary Save" button to save the basic guarantee information.

Step 3: Upload materials

After completing the basic guarantee information, click the "Next" button to enter the upload material page, as shown below:

Follow the page prompts to upload the real material information, and click the "Temporary Save" button to save the uploaded material information.

Step 4: Preview submission

After uploading the materials, click the "Next" button to enter the preview submission page. You can preview all the filled-in guarantee application information, as shown below:

After the preview is correct, you can click the "Submit" button to submit the guarantee application to the guarantee agency for review.

Step 5: Pay the guarantee fee online

After the guarantee application is approved, the guarantee application status will be "pending payment". The user clicks the "Pay" button to pay the guarantee fee, as shown below:

On the payment page, the user completes the payment after confirming that the payment information is correct.

Step 6: Download policy , letter of guarantee

After the payment is completed, the insurance company will issue the policy and letter of guarantee. The user can click the "Download Policy" and "Download Letter of Guarantee" buttons in the "My Guarantee Application" list to download the policy or letter of guarantee. Download it locally, as shown below:

Step 7: Apply for preservation

After the guarantee application is completed, the user can click the "Apply for Preservation" button in the guarantee application list, and the system will automatically associate and reuse the filled information of the guarantee to quickly apply for preservation.
