On October 20, 2021, the Ministry of Agriculture and Rural Affairs of the People's Republic of China and the General Administration of Customs of the People's Republic of China jointly issued Announcement No. 470 "The People's Republic of China prohibits the carriage and delivery of animals and plants into the country. List of Its Products and Other Quarantine Objects" (hereinafter referred to as the "List"). The Ministry of Agriculture and Rural Affairs and The General Administration of Customs have implemented dynamic adjustments to the "Directory" based on risk assessment. Let us take a look at the specific changes that have taken place in the "Directory". The content of the new announcement of
mainly has the following four changes:

1. Title
The "mail" in the title of the old version of the "Directory" has been updated to "delivery" in this revision, which clearly includes mail and express delivery services and is in line with the unified terminology of the "Postal Law of the People's Republic of China ". The "other quarantine objects" involved in the text of the 2012 version will be summarized and supplemented, and clearly listed in the title.
2. Animals and animal products
1. In terms of "live animals", in addition to "all mammals, birds, fish, amphibians, reptiles, insects, other invertebrates and animal genetic material", an additional "crustacean".
2. List the item "Aquatic animal products (except dried, cooked, and fermented edible sauces)" separately.
3. Animal-derived milk and dairy products are updated to animal-derived milk and dairy products, and the relevant expressions are more in line with professional terms and national standard terms.
4. Emphasizes that canned bird's nests that are not prohibited from being carried or sent into the country must be "commercially sterile."
5. Subdivided animal fats, skins, raw wool, hooves (claws), bones, teeth, horns and their products, including eggshells, hoof (claw) bones that have been processed and free of blood stains, muscles and fat, etc. Horns, shells, and crustacean crafts are excluded from the List.
6. Removed the relevant content about animal-derived feed and "single feed" in the old version.
3. Plants and plant products category
1. Add the "Fresh Cut Flowers" category.
2. Remove the statement about tobacco leaf "does not contain shredded tobacco " in the old version.
3. Update the description of the "seeds, seedlings" category.
4. Remove "organic cultivation media" from the category of plants and plant products and classify it into the next section of "other quarantine items".
4. Other quarantine items
1. Add “parasite” to the category of animal and plant pathogens. Add "veterinary biological products" and other high-risk biological factors.
2. Adjust the "organic cultivation media" classified in the plants and plant products category in the 2012 version to this category.
5. Carrying and sending pets into the country
The new announcement clarifies that dogs, cats and other pets that have animal quarantine certificates and vaccination certificates issued by the official agencies of the exporting country or region can only carry or separately check one pet per person.

Article 59 of the "Case Filing and Prosecution Standards (1)" is revised to: "Case of obstructing animal and plant epidemic prevention and quarantine (Criminal Law Article 337) violates national regulations on animal and plant epidemic prevention and quarantine, causing major animal and plant epidemic prevention and quarantine cases" If there is a plant epidemic, a case should be filed for prosecution. According to the national regulations on animal and plant epidemic prevention and quarantine, if there is a risk of causing major animal or plant epidemics and is suspected of one of the following circumstances, a case shall be filed for prosecution." (7) Other serious circumstances. The "major animal and plant epidemics" specified in this article shall be determined in accordance with the relevant regulations of the national administrative department.
