According to the announcement on the revision of the "Specifications and Standards for Food, Additives, etc." issued by the Ministry of Health, Labor and Welfare of Japan on May 13, 2021 (Raw Food Issue 0513 No. 1), Japan has adjusted the chlorpyrifos content of peanuts and their products. The residue limit standard has been tightened from the original 0.2 mg/kg to 0.01 mg/kg. Starting from May 13, 2022, if peanuts and their products exported to Japan exceed the standard at Japanese ports, they will be returned or destroyed.

Chlorpyrifos is a pesticide that can inhibit the activity of cholinesterase and will accumulate in the nervous system . Once poisoned, it will cause nausea, dizziness, and even confusion. According to my country's "National Food Safety Standard - Maximum Residue Limits of Pesticides in Food" (GB 2763-2019), the maximum residue limit of chlorpyrifos in peanuts is 0.2 mg/kg, which is 20 times the aforementioned new Japanese limit standard.

Customs data shows that my country’s peanut export volume in 2021 was 341,700 tons, with a value of 4.405 billion yuan. Among them, 54,800 tons of peanuts were exported to Japan, with a value of 853 million yuan. Shandong is the main producing area of ​​peanuts exported to Japan in my country. In 2021, Shandong exported 50,000 tons of peanuts to Japan, with a value of 790 million yuan, accounting for 91.2% and 92.6% of the total peanuts exported to Japan in the country respectively. Judging from the data over the years, after the implementation of Japan’s aforementioned new limit standards, the risk of exceeding the standard for chlorpyrifos residues in peanuts exported to Japan is high and requires attention.

Chlorpyrifos still occupies an important position in the field of existing pesticides and insecticides in my country. According to the China Pesticide Information Network (sponsored by the Pesticide Appraisal Institute of the Ministry of Agriculture and Rural Affairs), as of July 5, 2022, among the pesticides validly registered in my country, there are 1,126 pesticides containing chlorpyrifos (excluding sanitary pesticides). The scope of application includes peanuts, rice, etc., accounting for 6.0% of all valid registered pesticides.

In view of the above situation, the customs will pay close attention to the impact of Japan’s new regulations and issue early warning information in a timely manner. At the same time, it is recommended:

First, enterprises exporting to Japan should strengthen self-inspection and self-control, implement the main responsibility of enterprises for food safety, select and use pesticides in strict accordance with relevant limit requirements, and ensure that exported food meets the pesticide residue limit requirements of the importing party.

The second is to ask relevant departments to increase the risk assessment of chlorpyrifos on human health and environmental pollution, and promote the integration of my country's chlorpyrifos limit standards with international advanced standards.

The third is to ask relevant departments to actively study alternatives to chlorpyrifos in peanut planting, standardize the use of pesticides in the peanut planting process, and effectively reduce the negative impact of Japan's new limit standards on my country's peanut exports to Japan.
