On June 30, the National Special Action Office to Combat Pension Fraud held the second departmental meeting at the Ministry of Housing and Urban-Rural Development to study and discuss key and difficult issues in combating pension fraud in the housing and construction field. Chen Yixin, Secretary-General of the Central Political and Legal Affairs Commission and Director of the National Special Project Office, Bai Shaokang and Wang Hongxiang, Deputy Secretary-General and Deputy Directors of the National Special Project Office, Ni Hong, Minister of Housing and Urban-Rural Development, and Jiang Wanrong, Vice Minister, attended the discussion.
At the meeting, Chen Yixin listened to the progress and effectiveness report of the special action carried out by the Ministry of Housing and Urban-Rural Development, and fully affirmed it. He emphasized that carrying out special actions to crack down on pension fraud is a deployment made by the Party Central Committee. Combating the issue of pension fraud in the housing and construction sector is a popular project. We must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and take strong and effective measures to resolutely prevent and rectify the use of "senior housing" to defraud the elderly. The conference will put forward four opinions on this.
——It is necessary to open up channels to find clues. It is necessary to carry out "looking back" to collect clues, increase the intensity of open and covert investigations, and urge staff of the housing and construction departments in various regions to go deep into the scene to grasp clues to the real problems. It is necessary to strengthen online and offline publicity, encourage the elderly victims and their families to actively report, and ensure that all clues related to the "senior housing" issue should be collected.
——Verification must be carried out hard. For key clues assigned by the national special project office and repeatedly reported by the masses, the municipal housing and construction department must thoroughly check and verify them; for clues that are relatively clear but are checked or rejected, the reasons must be explained to the special project office at the same level and the superior department in charge. Those who fail to perform their duties during verification must be seriously investigated and punished to ensure that all reports reported by the masses are thoroughly investigated; the problems discovered in the first round of supervision by the National Special Project Office, as well as the opinions and suggestions put forward by the political and legal authorities in the "three letters and one letter", must be focused on rectification.
——We must seize the opportunity to make up for our shortcomings. It is necessary to improve policies and regulations to clarify the approval levels for real estate companies and intermediary agencies to promote housing sales. They must not publish without approval. In accordance with the requirement of "whoever approves is responsible", it is necessary to clarify that the responsible unit for approval bears daily supervision responsibilities, and those who fail to discover false propaganda that leads to the elderly being deceived must be held accountable. For false advertisements for elderly care products posted on city streets, the publishers of the advertisements must be held accountable from the source, so that false information does not dare or cannot be distributed.
——We need to work together to prevent risks. The housing construction department should focus on emerging issues involving elderly care instability, proactively collect research and judgment and early warnings, and coordinate with the political and legal departments to carry out risk investigation and resolution work. It is necessary to strictly standardize and civilize law enforcement, promptly investigate and deal with real estate enterprises and intermediary agencies that operate in violation of laws and regulations, and strictly prevent new conflicts caused by law enforcement issues. Investigate and handle major cases, improve emergency response plans in accordance with the requirements of "one case, one policy", and properly handle them in accordance with laws and regulations.
