However, after some debate, the relevant proposal was rejected by the General Assembly and the Chairman ruled not to include it on the agenda.

html Before the opening of the World Health Assembly on 21, Taiwan's "Minister of Health and Welfare" Chen Shizhong held a press conference outside the court, claiming that striving for Taiwan to participate in the WHA becomes a "Taiwan national movement."He said that Taiwan has many valuable health and medical experiences for reference by various countries, and Taiwan's health care system has become a model for many countries. He also claimed that "if Taiwan's 23 million people are excluded due to political factors, it will not only violate the principles, but also cause a gap in the global health system." After
, Chen Shizhong also marched and protested outside the venue with Taiwanese civil groups. The behavior was immediately stopped by local police, who asked protest groups to put away T-shirts and slogans with the words "Taiwanese".

In addition, at the meeting of the General Affairs Committee in the venue, Taiwan also encouraged 15 "diplomatic diplomatic countries" to launch the "Taiwan issue" and proposed to the World Health Organization (WHO) "inviting Taiwan to participate in the WHA as an observer" on the agenda.
And at the subsequent conference, Taiwan’s “diplomatic state” also once again made a request to let the meeting enter the “two-on-two debate”. During the debate, the positive side was spoken by mainland China and Pakistan, while the negative side was spoken by Taiwan's "diplomatic states" Marshall Islands and Saint Vincent . After the debate, the plenary session finally rejected the proposal in accordance with the recommendations of the General Affairs Committee and did not include it on the agenda.
It is reported that the 15 "diplomatic countries" that proposed to support Taiwan on the 21st are: Belize , Tuvalu , Nauru , Swaziland , Kiribati , Marshall Islands, El Salvador, St Kitts and Nevis, Nicaragua , Paraguay, Solomon Islands , Burkina Faso , Haiti , Saint Vincent and the Grenadines, Saint Lucia
Regarding the fact that Taiwan cannot participate in the WHA, Ma Xiaowei, director of the National Health Commission of my country, said on Geneva on the 20th that from 2009 to 2016, Taiwan participated in the World Health Assembly in the name of "Taipei" and an observer for eight consecutive years. This is a special arrangement made through cross-strait consultation based on the "1992 Consensus " that both sides of the Taiwan Strait adhere to the one-China principle.
"Because the DPP authorities have not recognized the 1992 Consensus that embodies the one-China principle, it has undermined the political foundation of Taiwan's participation in the World Health Assembly. Taiwan has not received invitations to attend the meeting this year, and the responsibility lies entirely with the DPP authorities. "

The Taiwan authorities followed last year's "smooth meeting" model and led a team to Geneva by "Minister of Health and Welfare" Chen Shizhong on the evening of the 18th.
