According to the " China Times Electronic News ", on the 21st, Taiwan encouraged 15 "diplomatic countries" to propose proposals to the World Health Organization, "inviting Taiwan to participate in the WHA as an observer" and strive to be included in the agenda at the plenary session. However, after some debate, the relevant proposal was rejected by the General Assembly and the Chairman ruled not to include it on the agenda.

This is a special arrangement made through cross-strait consultation based on the "1992 Consensus " that both sides of the Taiwan Strait adhere to the one-China principle.
"Because the DPP authorities have not recognized the 1992 Consensus that embodies the one-China principle, it has undermined the political foundation of Taiwan's participation in the World Health Assembly. Taiwan has not received invitations to attend the meeting this year, and the responsibility lies entirely with the DPP authorities. "
