If a motor vehicle driver lives outside the jurisdiction of the Vehicle Management Office at the place of issuance, he or she may apply for a certificate renewal from the Vehicle Management Office at the place of residence. When applying, you should fill out the application form, submit the motor vehicle driver's identity certificate and motor vehicle driver's license, and declare your physical condition. If the validity period of the motor vehicle driver's license is less than 90 days after the expiration of the validity period of the motor vehicle driver's license, the driver can apply for the validity period of the expiration of the certificate at the same time. If the type and number of the motor vehicle driver's identity certificate have changed due to joining the army, retirement, replacement of passports, and changes in ID card numbers, and other information, and does not match the information recorded in the national public security traffic management information system, relevant certificates such as enlistment, retirement, replacement of passports, and change of ID card numbers should be provided at the same time, but the name, gender, date of birth and nationality information cannot be changed.
Motor vehicle drivers bring the required materials to the second, third and fourth branch offices of the Vehicle Management Office (second branch office: No. 3, No. 179, Qinchun Road, Minhang District; third branch office: No. 2638, Hunan Highway, Pudong New District; fourth branch office: No. 299, Anfen Road, Baoshan District) acceptance window or the driver management window of each district traffic police detachment to handle the motor vehicle driver's license transfer and certificate replacement procedures, and are also subject to verification.

The motor vehicle driver's license does not have 12 points, has been overdue for verification, has been seized, detained, temporarily detained, cancelled, revoked, revoked, or revoked motor vehicle driver's license, or has not been handled. The scores that have been processed will not affect the application procedures.
In other words, if the driver's license has illegal road traffic safety behavior or traffic accidents have not been handled, it cannot be handled for transfer and expiration of the license. If the driver has obtained a driver's license for a large and medium-sized passenger and van, and has passed the internship examination at the place where the driver's license is issued after the internship period, he can go to the vehicle management office outside the place where the driver's license is issued.
