The online meeting between the central government and local governments of Vietnam was held in Hanoi on December 30. Vietnamese Chairman Nguyen Phu Trong and Parliament President Nguyen Thi Gold and Silver and Prime Minister Nguyen Xuan Phuc appeared. Vietnamese Chairman Nguyen Phu Trong delivered a speech, saying: "The dark clouds cover the world, but Vietnam has sunshine shining." In his speech at the meeting, Nguyen Phu Chung said that he is very happy to attend this important meeting, summarizing the work in 2019 and discussing the tasks and plans for 2020.
He stressed that this was a very important meeting and praised the Vietnamese government's careful and meticulous preparation and sufficient report.
Nguyen Phu Trong said: "I still remember the 2018 conference held in this hall. I hoped that 2019 would achieve better results than 2018. At that time, I felt that the atmosphere of the conference was very enthusiastic, and the comrade applauded twice to express his firm determination."

First of all, against the backdrop of global economic and trade declines, Vietnam's economy continued to grow rapidly, reaching more than 7%, while the original plan was set at 6.8%, which can be said to exceed the completion of the plan.
Nguyen Phu Tung said: "When I set the target, Prime Minister Nguyen Xuan Phuc was very worried at that time. I don't know if it can be achieved, but now we have achieved it."
He said that in 2019, the scale of Vietnam's GDP increased to US$266 billion, an average of US$2,800 per person. He said that the national population of Vietnam is now close to 100 million, so this number is very important, and this achievement is unprecedented in Vietnam's history.
In addition, Nguyen Phu Trong also emphasized that the quality of Vietnam's economic growth has been improved, the inflation rate is low, social investment and large surpluses have been guaranteed, and Vietnam's national discipline has been strengthened. The money market is stable, with foreign exchange reaching US$80 billion, and the export volume is up 8% compared with 2018. However, exports from many countries in the world plummeted and even showed negative growth.
Speaking of this, Nguyen Phu Tung mentioned: "This is why World Bank published 'Dark clouds shroud the world, but Vietnam has sunshine'."
He pointed out that this achievement has enabled Vietnam's economy to achieve two years ahead of schedule. Nguyen Phu Trong also went to the Vietnam Sports delegation's recent achievements at the 30th Southeast Asian Games , indicating that this is not only the result of hundreds of medals, but also the spirit of the Vietnamese people to go all out for Vietnam's rise. He stressed: "This is also a reflection of Vietnam's positive rise."
