While law enforcement officers of the Comprehensive Administrative Law Enforcement Bureau of Shunqing District were patrolling Section 4 of Binjiang Middle Road in the district, they saw smoke coming out of the roof of a residential building in a nearby community. They were worried that the roof would catch fire, so the law enforcement officers immediately found the property management personnel of the community and rushed to the roof to check the situation together.
"The law enforcement officers arrived at the roof and found that there was no fire on the roof, but the smoke emitted by the residents of the community when they smoked sausages and bacon on the roof." Article 61The people's government of the municipal (prefecture) shall define prohibited burning areas. It is prohibited to burn straw, fallen leaves, weeds and other substances that produce smoke and dust pollution in areas with prohibited burning areas, areas with concentrated populations, around airports, traffic trunk lines, high-voltage power lines and other areas.
Article 62 No unit or individual shall incinerate asphalt, linoleum, rubber, plastic, leather, garbage and other substances that produce toxic, harmful smoke and odor gases in urban built-up areas, concentrated population areas and other areas that require special protection according to law.
Article 82: If a violation of the provisions of Article 61, paragraph 2 of these Implementation Measures, the supervision and management department determined by the local people's government at or above the county level shall order the correction and may impose a fine of not less than RMB 500 and not more than RMB 2,000.

According to Article 45 of the "Sichuan Province Urban and Rural Environment Comprehensive Governance Regulations", the following behaviors that affect urban environmental sanitation are prohibited: (5) Burning straw, leaves, garbage or other waste in open-air places or garbage collection containers.
Article 71 If an organization or individual commits any act that affects urban environmental sanitation as stipulated in Article 45 of these Regulations, it shall be ordered to correct or eliminate; if it refuses to correct or eliminate, it shall be removed on its behalf, and the expenses shall be borne by the violator; if the circumstances are serious or serious consequences are caused, a fine of not less than RMB 50 and not more than RMB 200 in the individual, and a fine of not more than RMB 50 and not more than RMB 200 in the unit shall be imposed.
