In the third year of the Republic of China, the administrative divisions of Tongwei County were divided into six districts, including the Central District, East District, South District, West District, South West District, and North District. There are 44 towns under the district (there are several towns in each district, see the attached table for details). There are villages under the town, with 30 large towns and 1,424 villages; there are fourteen small towns and 336 villages. All official duties such as security, elections, and autonomy will be carried out according to this district. Within these areas and towns, Maying Town is the largest, belonging to the western district, with a population of more than 10,000, and the county town is in the central district, with a population of more than 2,500.
At that time, the total area was 44,288 square miles, the total number of households was 15,315 households, the total population was 126,431 people, and the total cultivated land was 394,331 mu, of which 90% of the mountainous land and 10% of the Sichuan land (Note: Except for the Anyuan Town, Guanzi Town, Anyuan Dongshan , and Anyuan Dongpo , which were later classified as Gangu County , the current administrative district was calculated, Tongwei County had only 13,622 households, 112,270 people, and 353,594 mu of cultivated land).
The agricultural tax situation at that time was notified to the authorities to collect a total of 3 silver dollars 11854,229 yuan, including the amount of levy and the amount of 7906 taels and 77 cents per cent of the leap year (according to the ratio of silver to silver dollars at that time, the treasury silver was paid in six cents and 6 cents per cent). It is said that the people of the county owed a lot of land and silver for the past years and should have been led by the expedition in that year. However, because "there is actually a waste of land and people are unable to lead the expedition in all previous responsibilities, all those who were not allowed to take the expedition in the third year of the Xuantong period of the late Qing Dynasty will be exempted from the document."
Among the agricultural products in the county, wheat and bean crops are mainly used as the main mass according to the soil characteristics, buckwheat, lentils, oats, buckwheat, etc., which are collected once a year. In terms of trade, "the goods are not exported in the country, and the imported goods are sporadic trafficking."
The sunny, rainy, cold and hot conditions of the county's natural climate are that the sunny days were 324 days, the rainy days were 41 days, the highest cold was 120, and the highest heat was 95 minutes, reflecting the characteristics of "high mountains and high ground, more cold, less heat" in the country. However, hail occurred in a few villages in the West and Southwest areas at that time, causing 10 to 20% of the crops to suffer from disasters, and other disasters such as water, drought, insects, and diseases did not occur.
The county had very underdeveloped transportation at that time, and there were no post roads and telegraph bureaus. Only one post office is set up in the county town.
The education situation is that there are no middle schools in the county, only Zhongchuanpu (county town), Anyuan Town and Maying Town each have one higher primary school, with a total of 154 students; the other 16 towns have eighteen primary schools (three in the county town), with a total of 319 students. In terms of religious belief, at that time, there were no Taoism, Buddhism, Islam, Jesus, or Catholicism in the county, and only temples were built in urban and rural areas. "They were all managed by the Council Heads, guarded by the ordinary people, and in charge of incense, and there were no monks and Taoists who were abbots."
in the "Life Level" column of the "Question" of the "Question" shows that there are only two aspects: "Cool labor prices" and "Everyone in the inn every day". Therefore, it is said: "Tongyi has many people, and the city and township workers are waiting for a cent of silver for a day, and six strings of text are available all year round, at most eight strings; each person in the town of the inn receives a cent of accommodation fee of one cent of silver per day; each person in a single store receives a cent of silver per day, and each person in a single store receives a cent of silver per day, and all meals are purchased by themselves." It reflects a side where the land is remote and has a low living standard.
