It is understood that the "Sunshine Spring Breeding" scholarship project was launched in 1994. It was the Dalian Women's Federation that actively responded to the call of All-China Women's Federation and the China Children and Youth Foundation, mobilized social forces to care for and fund poor girls, provided living allowances for primary and junior high school students in poor areas, and supported poor "Spring Breeding Students" who were admitted to high schools and universities to complete their studies, and tried their best to improve the teaching conditions of schools in poor areas.
