According to Taiwanese media reports, Tsai Ing-wen's doctoral thesis dispute has been on fire since 2019. On this day (31st), the Taipei District Prosecutor's Office prosecuted senior media person on the island in accordance with the obstruction of honor. However, He Defen, honorary professor of the Law Department of National Taiwan University, and Lin Huanqiang, who were sued by Tsai Ing-wen, did not prosecute them because of insufficient guilt. The news that Peng Wenzheng was sued also triggered heated discussion among netizens on the island, and many people exclaimed: "The DPP authorities have actually used public power to protect Xiaoying !" Peng Wenzheng said in an exclusive interview at noon today that he had never encountered such a bad case, "If he did not hold a trial or pretended to be dead, he would finally sue it." However, he also said that everyone should not be discouraged, and fairness and justice should always stand on the side of persistence, and called on Tsai Ing-wen to "go bravely leave." ( Minnan means that if you have the ability, don’t leave. Editor’s note )
Things will start from 2 years ago.
On May 20, 2019, He Defen, honorary professor of the Law Department of National Taiwan University, held a press conference, accusing Tsai Ing-wen of "forged papers and certificates", and also released a written report by American scholar Lin Huanqiang, saying that Tsai Ing-wen's degree certificate was a "fake". On September 12, 2019, the Tsai Office issued a statement, formally filing the Taipei District Prosecutor's Office, accusing Peng Wenzheng, He Defen and Lin Huanqiang of obstructing reputation.
On July 9, 2019, Tsai Ing-wen publicly stamped original graduation certificate; on July 19, the Taiwan education authority "Higher Education Department" published the past relevant physical documents.
On August 29, 2019, He Defen held another press conference to announce the "Independent Investigation Report: The Authenticity of Tsai Ing-wen's Doctoral Dissertation and Certificate" completed by Lin Huanqiang, and determined that Tsai did not obtain his doctorate degree in 1984. In September of the same year, Xu Yongtai, Ph.D., who lived in Oxford in England, went to the LSE Library to review Dr. Cai's thesis and raised a number of important questions.
On September 23, Tsai Office issued another statement and displayed the original documents of Tsai Ing-wen's doctoral thesis at a press conference, stating that Tsai Ing-wen had decided to authorize her doctoral thesis to public reading; at the same time, it provided Tsai Ing-wen's student information obtained from the school by Tsai Office, proving that she had obtained a doctorate degree through a rigorous process.
Starting from September 27, 2019, people on the island can view and download the full text of Tsai Ing-wen's doctoral thesis in the "Taiwan Doctoral and Master's Thesis Knowledge Added System".
Regarding this dispute, the London School of Political Science and Economics issued a statement on October 8, 2019 local time to confirm that Tsai Ing-wen did obtain a doctorate in law in 1984, and the degree was awarded by University of London , and the paper should be sent to the school's main library (Senate House Library). Records from the Library of the Parliament Building confirmed that a copy of the paper was received at that time and sent to the Institute of Advanced Law (IALS) of the University of London.
However, the paper controversy did not end there. Peng Wenzheng claimed on the online program "The Political and Economic Is Not Remaining" on October 13, 2019 that the articles on the official website may be through external links, which may not necessarily represent the official position. In 2020, Peng Wenzheng filed a lawsuit to confirm the authenticity of the paper, but the court rejected the lawsuit based on the fact that the lawsuit was only a simple fact confirmation and had nothing to do with the actual legal relationship. After Peng appealed, the trial was held on January 20, 2021. The judge believed that the trial was not held during the first instance and the parties were not summoned to appear in court, and there were major flaws in the litigation process, so he sent it back for trial.

As for the litigation part of the British Administrative Court, in February 2021, Lin Huanqiang said that "the paper door has made a major breakthrough in the British Administrative Court." The British First Instance Administrative Court ruled that the "Information Special Office Office" (ICO) of the Royal Independent Institution must respond to the request of the publication of the name of Tsai's oral examination committee member. On March 27, the ICO said that it supported the decision of the University of London to not disclose the names of the oral examination committee members based on protecting personal privacy.
Regarding the paper copy, a spokesperson for Tsai Office once claimed that this refers to a specific person slandering Tsai Ing-wen to obtain a degree in a privileged way. In fact, Tsai Ing-wen did not have any public or political party position at that time, but was just a new scholar with an ordinary identity. From the Taiwan Education Department, Taiwan University of Political Science and Technology to the London School of Political Science and Economics, no unit has reason to escort Tsai Ing-wen in 1984. It also claimed that "Tsai Ing-wen's baseless allegations have exceeded the tolerant minimum limit and decided to take legal action, hoping to stop the absurd and meaningless questioning."
It is understood that the Taipei District Procuratorate Office summoned He and Peng for the first time in October last year. Peng Wen responded to the news accompanied by a number of supporters. When facing media inquiries, Peng said, "I wish to walk righteously in heaven, just like walking on earth."
Peng Wenzheng was sued for hindering his reputation, which triggered heated discussion among netizens on the island. Some netizens said: "I think Tsai Ing-wen has a great chance of being certified by the court!" "The public power machine is moving!" Some netizens said: "Where is the solution to the water shortage problem? Why is the Tsai administration busy suing people first?" Some netizens said: "It turns out that even doubts will be accused, please be careful."
