According to Taiwan's United Daily News, three public business chairman and general managers in Taiwan have announced their resignations so far in February, namely, Taiwan Salt Chairman Chen Qiyu, Taiwan CNPC Chairman Ou Jiarui, and Taiwan Ship General Manager Zeng Guozheng. It is rare for the parties to announce their resignation on their own; under normal circumstances, the new and old personnel should be arranged properly and the superior authorities should announce the handover to the public. It can be seen that this wave of "resignation" by senior executives of public business is because of the poor operation methods that make the parties involved feel dissatisfied, so they ask for it first.
Combining various relevant information, it is obvious that the three people's resignation was not out of "voluntary", but the result of different political pressure. For example, Chen Qiyu was "sent-edition" by senior officials of the Taiwan authorities on the eve of his resignation, and announced his resignation on the same day. Ou Jiarui's resignation is related to Chad's successful oil production but was investigated for the equity resale case. Another theory argues that he has a rift with the former chairman of the Taiwan CNPC Trade Union, which is the "British" group. As for Zeng Guozheng's resignation and claiming to have "an alternative career plan", the main reason is that Taiwan ships have suffered losses for years and their internal problems. In short, external forces are the main reason why these people took the initiative to go, claiming that resignation was actually "resigned".
is viewed in the political context, and these resignations have clear trajectories. In the past two years, Su Zhenchang, the head of the administrative agency of the Taiwan authorities, has carried out several waves of pursuing senior personnel in public businesses. His quick and ruthless actions have made all walks of life exclaim. In April 2019, less than a hundred days after taking office, he replaced eight chairman of the public stock bank treasury, including Taiwan No. 1 Gold, South China Gold, Changyin, and Tuyin, all of which were included, completely ignoring the personnel rights and responsibilities of the competent department (Taiwan Finance Department). Until now, the outside world is still speculating about who played this "guidance chess" for him at that time.
Last year, Su Zhenchang intervened in more personnel in public or public-share enterprises. For example, Tiger Airlines, Taoqin, Taoji, Huachu, and Taiwan Shixi Engineering Consultants under the Taiwan Transportation Department; Water Company and Small and Medium Credit Insurance Fund under the Economic Department; Agricultural Treasury under the "Committee of Agriculture". Although this wave of abnormal movements is of course a sign of "rectification", replacing several public business owners whose corporate governance is not on track; but Su Zhenchang also took advantage of the situation to eliminate the Taoyuan Gang, Xinshi and Yongyanhui factions, which caused a lot of discussion within the Democratic Progressive Party.
In order to block the criticism from the outside world, Su Zhenchang made a bold statement last year, saying, "Political figures should not be directors of public businesses." On the surface, it seems that the principle of not giving public business personnel and personnel is noble and upright, which can prevent public business from becoming a prey for factional sharing of spoils. However, having only beautiful slogans cannot save public business from political ravages. Take Ou Jiarui and Zeng Guozheng who resigned this time as an example. Both of them did not come from Gongyong, but they had to bear a variety of political pressure; once someone covets their throne, they could squeeze them away by putting some effort from the side. The so-called "politicians should not serve as directors of public business" is simply empty talk.
In the Kuomintang era, there might be a phenomenon of mediocre personnel remuneration for public undertakings, but they did not completely ignore their professional background and was arbitrarily sealed . However, after the DPP came to power, it regarded personnel and mediocre feudal rewards as a convention, and there were many people who "sucked by monkeys and crowned". Let’s see, there were many outstanding talents from public businesses in the Kuomintang era, such as Sun Yunqi, who became the head of the economic department and even became the head of the administrative agency. Now, public business has become a tea stall for politicians to pass by, completely losing the meaning of cultivating talents and abundant financial resources, and profits and losses are even left behind.
What's worse is that Su Zhenchang's attitude almost treats public businesses as his personal power warehouse, and takes them as much as he wants to, and gives them as much as he wants to; he has never thought about the autonomy and existence significance of these public businesses? Just imagine, each public business has different competent departments, and the personnel changes of senior management should have been decided by the heads of each department. Now, Su Zhenchang is in charge of everything, holding it all in his hands, so no one can ask about it.Such a head of an administrative agency who is abusive and overbearing, but can shout the false slogan of "breaking off the mediocre rewards", it is really more convenient than making jokes and fooling the people. What is more terrifying than Gongyong is to regard public undertakings as tools for taking power and fighting, and depriving them of their autonomy. Judging from this wave of resignation, the morale of public business may have reached the verge of collapse.
