Nearby villagers came to the stalls of the New Farmers' Market early to select supplies. The successful completion of this farmers' market is due to the implementation of the "voting system" for people's congress representatives in township people's livelihood projects.
Qingjiangmiao Village is located at the junction of Shaoyang County, Longhui County and Xinshao County. It radiates to 10 villages with a total of more than 10,000 people. In the past, the market here was next to the road, which had great safety risks. In order to facilitate the people and ban the "road market", the town has voted by the People's Congress representatives to incorporate the construction of five village-level farmers' markets including Qingjiang Temple into township people's livelihood projects, and accelerate the construction of people's livelihood projects. Today, these farmers' markets have fixed sites, which not only facilitates the surrounding people to sell agricultural products and purchase production and daily necessities, but also eliminates traffic hazards, which has been widely praised by NPC deputies and local people.
As early as February last year, Xiaotang Town had extensive solicitation, full deliberation and careful sorting. After discussion and confirmation by the presidium of the town people's congress, 7 candidate projects for people's livelihood projects in 2020 were initially determined. At the Fifth Session of the Sixth People's Congress of the town, a special on-site voting session was set up, and the people's congress representatives voted to decide the people's livelihood projects that the people were most looking forward to, so that the government's livelihood projects would change from "being the people to be the people" to "being the people to be the people". At the conference, 66 delegates selected six livelihood projects including Xiaotang Town Farmers' Market, Changbai Highway, urban parking plating, Baozai Kindergarten, Senshan Chrysanthemum Park, and urban development projects from the 7 candidate projects as the projects officially implemented this year. Among them, Xiaotang Town Farmers' Market projects include the construction of five farmers' markets including Baishui, Yan'erbian, Lanjiang, Qingjiang Temple, and Jintangwan.
In order to ensure that the projects voted by the People's Congress deputies are completed and effective in the same year, Xiaotang Town promptly decomposed the tasks of six people's livelihood projects, and clearly defined the responsible leaders and responsible departments, and established a working mechanism in which the main leaders of the town's party and government are responsible for the overall responsibility, the leaders in charge are responsible for the specific responsibility, and the heads of each department are the first responsible person. Each responsible unit shall formulate a work plan according to the task decomposition situation, strengthen the work mechanism, strengthen work responsibilities, determine a clear timetable, roadmap and responsible persons, and vigorously promote the implementation of various people's livelihood projects. During the implementation of people's livelihood projects, the town's party committee and government attached great importance to it, and conducted special research and deployment of project implementation work on many occasions to coordinate and resolve various contradictions and difficulties. The presidium of the town people's congress listed the implementation of the project as a supervision focus, insisted on combining regular inspections, special inspections and on-site inspections, dynamically tracking the progress of the project to ensure the smooth progress of the construction of people's livelihood projects.
At present, all the livelihood projects voted by the town are progressing smoothly. The construction of five farmers' market projects has been completed; the urban parking ping and Senshan Chrysanthemum Park have been completed; the main project construction of Baozai Kindergarten and Xiaotang Town urban development projects have been completed. At the Sixth People's Congress of the Sixth Xiaotang Town held in December last year, the People's Congress deputies conducted a satisfaction assessment on the construction of people's livelihood projects, and all passed with high votes.
