Early in the morning, Vietnamese Pan Shishi went to the service hall to receive her "Foreign Permanent Residence Identity Card". Chen Boen, member of the Party Committee and deputy director of the Municipal Public Security Bureau, issued a certificate for this foreign "Taizhou daughter-in-law".

"I'm so happy! I can go to work! I didn't expect that I would get the permanent residence permit so soon." After Pan Shishi received the certificate, she excitedly expressed her joy in Chinese. Since marrying from Taizhou ten years ago, Pan Shi has been living with her husband in Taizhou, and she always takes care of her husband and children at home. I heard that I could apply for a "green card". In May this year, she and her husband went to the entry and exit window of the Municipal Public Security Bureau for consultation, and then actively prepared the information. Panshishi can already speak fluent Chinese. She said that before getting her permanent residence permit, she had many inconveniences for travel, medical care, work, etc. with her foreign passport. For example, you have to get a ticket when traveling by high-speed train, and you cannot pass the ID card; for example, you cannot apply for a medical insurance card; for example, you cannot find a job, and you cannot share your family expenses with your husband. She hopes to find a suitable job in Taizhou in the future and live in Taizhou with her husband and children for a long time.

It is reported that Pan Shi is the first Vietnamese bride in our city to obtain a "Foreign Permanent Residence Identity Card". There are 35 foreigners in our city who have obtained permanent residence qualifications, including foreign introduced talents, outstanding entrepreneurs, high-end managers and their spouses and children, as well as spouses and minors of Chinese citizens. So, what conditions can you apply for a permanent residence ID card for a foreigner?
Foreigners who apply for permanent residence in China shall abide by Chinese laws, be healthy, have no criminal record, and meet one of the following conditions:
Investment category: Foreigners who invest directly in China, have stable investment status for three consecutive years and have good tax payment records can apply for permanent residence in China. Their foreign spouse and minor children can apply with you.
second job category: Foreigners who have served as deputy general manager, deputy factory director or above in China, or have associate professor, associate researcher or above and enjoy the same treatment, have been serving for four consecutive years, have had a total of no less than three years of tax payment records in China and have good tax payment records, can apply for permanent residence in China. Their foreign spouse and minor children can apply with you.
Foreigners who work in China, who have worked for 4 consecutive years and have lived there for no less than 6 months each year, their annual salary income shall not be less than six times the average salary of on-the-job workers in the area of the previous year, and their annual personal income tax shall not be less than 20% of the annual salary income standard, and may apply for permanent residence in China. Their foreign spouse and minor children can apply with you.
Foreign Chinese who work in China, who have a doctoral degree or work in a key national development area for 4 consecutive years and actually live for at least 6 months each year, can apply for permanent residence in China. Their foreign spouse and minor children can apply with you.
3. Special category: Foreigners who have made significant outstanding contributions to foreign high-level talents, and special needs of the country can apply for permanent residence in China with the recommendation of relevant national competent departments, provincial people's governments or national key development regional management departments. Foreign spouses and minor children of the above-mentioned persons can apply at the same time.
IV. Reunion: The spouses of the above-mentioned first, second and third categories of persons and their unmarried children under the age of 18 can apply for permanent residence in China.

6. 11. It may not be subject to the restrictions in the "Opinions on Standardizing the Access and Management of Foreign Investment in the Real Estate Market" that overseas individuals need to work and study in China for more than one year after purchasing commercial housing for self-use in China. In accordance with other relevant regulations, they may purchase commercial housing for self-use and self-occupied in China.
12. In terms of paying income tax, the corresponding tax obligations shall be fulfilled in accordance with the relevant provisions of China's tax laws and regulations and tax agreements.
13. When handling financial services such as banking, insurance, securities and futures in China, you can use the "Foreign Permanent Residence Certificate" as an identity certificate and enjoy the same rights, obligations and statistical ownership of Chinese citizens.
14. After paying taxes in China in accordance with the law and holding the tax certificate issued by the tax department, it can be exchanged for foreign exchange and remitted abroad. The "Foreign Permanent Residence Certificate" can be used as an identity certificate to handle foreign exchange business in accordance with relevant foreign exchange management regulations.
15. Shopping in China, purchasing tickets to parks and various cultural and sports venues, and conducting consumer activities such as cultural, entertainment, business and travel. The same treatment and price as Chinese citizens are given to them.
16. When taking a domestic flight in China, you can use the "Foreign Permanent Residence Permit" to complete the relevant check-in procedures; when taking a train in China, you can use the "Foreign Permanent Residence Permit" to purchase train tickets; when staying in a domestic hotel, you can use the "Foreign Permanent Residence Permit" to complete the relevant check-in procedures.
17. Enjoy the same treatment of Chinese citizens in applying for an motor vehicle driver's license and applying for a motor vehicle registration.
