On the morning of this (15th), on the way to Dongsha Island, it was refused entry into the flight intelligence area by the Hong Kong District Administration Center and asked to return to Taiwan. United Daily said that Dongsha Island is located at 20 degrees 43 minutes north latitude and 116 degrees 42 minutes east longitude. It is located outside the Taipei Flight Information Zone and belongs to the Hong Kong Flight Information Zone. According to civil aviation regulations, when the aircraft passes through the KAPLI checkpoint at 21 degrees 10 minutes north latitude and 117 degrees 30 minutes east longitude, it must report to the Hong Kong Flight Zone Management Center and accept its guidance instead.
It is understood that today's flight was carried out by the Lirong ATR-72 passenger plane numbered B-17011. The plane took off from Xiaogang at 9:5 am. At 9:44, it suddenly turned 180 degrees and landed at Xiaogang Airport at 10:22.
Taiwan Transport Department Civil Aviation Administration responded that Li Rong flight was near the junction point of the Taipei Flight Information Zone and the Hong Kong Flight Information Zone. The Hong Kong District Administration informed the flying area that there were dangerous activities below 26,000 feet, and Li Rong flight refused to enter. Based on safety considerations, the flight is repatriated. The Civil Aviation Administration also said that the Hong Kong Flight Information District did not issue a flight announcement in advance. Most countries or regions divide the airspace under their jurisdiction into several flight intelligence zones, including the upper airspace adjacent to the high seas.
In the report, the United Daily News mentioned that the Lirong flight 9051/9052 is a regular charter flight responsible for carrying staff from the "Coast Guard Administration" and defense departments on Dongsha Island. In addition to Li Rong, the C-130 transport aircraft of the Taiwan Air Force Sixth Regiment and the special aircraft of the Songshan Command will also fly to Dongsha Island from time to time.
