Shandong Modern College is a full-time general undergraduate college approved by the Ministry of Education. The school was founded in 1993 and was formerly the Shandong Democratic Progressive School of Traditional Chinese and Western Medicine. In April 2003, it was approved by the Shandong Provincial People's Government to establish Shandong Modern Vocational College. In April 2015, the school was rebuilt into Shandong Modern College with an additional undergraduate major.

Shandong Modern College Library has nine large library, six integrated borrowing reading rooms, one study room, one journal reading room, and two electronic reading rooms, with a total of 1,100 reading seats. The library's collection covers 22 major categories of books, covering every major offered by the college. The collection is mainly based on academic works, teaching references, reference books, and basic education disciplines of each major, including 1.05 million paper books, 240,000 electronic books, and more than 203 newspapers and journals.

Shandong Modern College has signed a framework agreement on education cooperation such as talent training, academic exchanges, teacher further study, credit mutual recognition, etc., with universities in many countries and regions such as Montgomery Auburn University, Korea Goryeo University, and the Far East College of the Philippines, which has played a positive role in developing professional standards and curriculum systems that are connected with international advanced standards and cultivating technical and skilled talents with an international perspective. Carry out cooperation and exchanges with seven Taiwanese universities including Jianguo University of Science and Technology, Kunshan University of Science and Technology, and Jianan Pharmacology University. Since 2013, the college has selected one or two batches of professional teachers and students to Taiwan for half a year of training and study every year. In 2017, students were selected to study at Goryeo University.
